Summary of the contracting process

The public procurement process involves JISC, a sub-central government public authority based in Bristol, United Kingdom, entering into a contract with BMJ Publishing Group Limited. The contract, titled "BMJ Resources for LMSG 2026-2027," pertains to the education and training services industry and is documented as completed. It facilitates BMJ's provision of non-core journal content to members of the London Medical Schools Group (LMSG) and associated NHS Trusts at preferential rates. This direct award, justified by BMJ's exclusive rights to the intellectual property, was initiated on 1st January 2026 and is set to conclude by 31st December 2027. The procurement method used was direct awarding without reopening competition, under a framework agreement covering relevant institutions across the UK.

This tender presents significant business opportunities, particularly for larger educational and training service providers. The contract is excusive due to BMJ's unique resources and rights, inviting businesses capable of partnering within the educational sphere. Companies involved in publishing, educational resources, or digital content provision could find opportunities here, leveraging JISC's framework to expand their client base across academic institutions. Additionally, this framework could serve as a precedent for future similar agreements within the higher education and research sectors, allowing other consortia members to potentially engage in such procurement activities over the contract's duration.
