Summary of the contracting process

The procurement process titled "Enhanced Services - Optometry" is administered by the NHS Derby and Derbyshire Integrated Care Board, a central government public authority. This initiative focuses on community optometry services, particularly for urgent and minor eye conditions, allowing patients to self-refer to a community optometrist. Situated in Derby, United Kingdom, this process aligns with the NHS 10-Year Plan, prioritising services outside hospitals to ease the burden on hospital eye services. Despite a tender cancellation notice published on 6 October 2025 correcting a previous error, the direct award to Primary Eyecare Services Limited was finalised on 30 September 2025, ensuring continuity from 1 October 2025 to 30 September 2026, with potential extension until 31 March 2027.

This contract presents significant growth opportunities for businesses specialising in optometry services, particularly those focused on community and minor health conditions. The direct award method, used below the competition threshold, suggests that businesses with a track record of fulfilling NHS service requirements and those capable of delivering efficient community-based care can leverage this opportunity to expand into a critical healthcare service area. Given the NHS's emphasis on sustained service delivery and proximity of care, companies already engaged with or aspiring to integrate into the healthcare ecosystem may find this sector ripe for participation and innovation.

Notice Title

Enhanced Services - Optometry

Notice Description

Community Urgent and Minor Eye Service Enables patients to self-refer to an Optometrist of choice in the Community when they have a minor eye condition. Service provides care to patients for a range of minor eye conditions and has the ability to refer directly into Hospital Eye Services if clinically indicated. It reduces the burden on General Practice, Hospital Eye Services and provides care closer to home for patients. Continuation will ensure much-needed stability to services that are under sustained pressure and which are fundamental in supporting Hospital Eye Services. Approximately 13,000 patients are expected to used this service each year. Commissioners satisfied existing provider has delivered expected service requirements and will continue to satisfy ongoing service requirements. There have been no considerable changes to the contract or service. In line with recently announced clustering of ICBs (Derby & Derbyshire, Nottingham & Nottinghamshire, and Lincolnshire) service continuity is required. The process is in alignment with the NHS 10 Year Plan which has a focus on providing more care outside of hospitals.
