London Borough of Lewisham sought an Occupational Therapy Service to support community-based care for adults with physical disabilities and/or low-level dementia. The service is intended to promote independence and wellbeing through timely, in-person occupational therapy assessments and interventions tailored to people’s functional needs. The Council invited offers through a single-lot open procedure. The tender stage was reached, with enquiries due by 19 January 2026 at 12:00 and tenders due by 6 February 2026 at 12:00. The planned contract period was 1 April 2026 to 31 March 2029, with award decisions due by 27 March 2026. The estimated gross value was £450,000. Evaluation was based equally on quality and price, with quality weighted at 45%, price at 45% and social value at 10%. The procurement was subsequently abandoned after evaluation and internal review because the pricing model and financial evaluation methodology did not adequately reflect the Council’s requirements or allow best-value assessment. It will not proceed to contract award under this competition.

This opportunity suited occupational therapy providers experienced in assessing adults with physical disabilities and supporting independent living. Suppliers needed to deliver face-to-face assessments and manage a structured flow of cases, including replacing aborted cases and carrying forward monthly shortfalls. Relevant capability included handling referrals in agreed batches, maintaining reliable case administration and providing evidence when requested. Providers also needed to understand the operational consequences of cancellations, aborted assessments and terminated cases, since cases attributable to the provider or its staff would not be paid. Organisations with established occupational therapy teams, experience in community-based adult care, and the capacity to provide responsive assessment services would have been well placed to compete. The requirement also rewarded credible social value commitments alongside service quality and price.

The Integrated Neighborhood model aims to deliver holistic, community-based care that promotes independence and wellbeing for adults with physical disabilities. Within this framework, Occupational Therapy (OT) plays a critical role in enabling individuals to live independently by providing timely assessments and interventions tailored to their functional needs.The Occupational Therapy Service will support the delivery of assessments for adults with physical disabilities and or low-level dementia, with the aim of promoting independence. The Occupational Therapy service will include, but is not limited to: * Assessment of adults with physical disabilities to promote independence. * Complete at least up to 40 cases; aborted cases will be replaced to reach this total. * In the event cases do not amount to 40 in that month, the difference will be carried over to the following month. * In-person assessments are required. After the initial 40 cases, additional referrals will be made in agreed-upon batches. Providers must supply a valid reason for any cancelled, aborted, or terminated case and, where requested, provide supporting evidence. No payment will be made for cancelled, aborted, or terminated cases where the reason for cancellation is attributable to the provider or their staff.
