Summary of the contracting process

Northern Trains Limited, a public authority under central government, is in the planning stage of its procurement process for the "Newton Heath RSS Feasibility" project. This contract falls under the services category, specifically focusing on feasibility study, advisory service, and consultative engineering and construction services. The project, identified under OCID ocds-h6vhtk-05a5ef, is designed to address significant constraints at Newton Heath, with key deliverables including survey reports, risk logs, and a comprehensive feasibility report. The current phase involves preliminary engagement with suppliers, with a workshop scheduled on 8th October 2025, to discuss the scope and timelines, ahead of the tender release on 4th November 2025. The project's delivery will take place in the UK, particularly in the region of UKD3, with an anticipated contract period from 19th February 2026 to 19th July 2026.

This procurement presents substantial opportunities for businesses specialising in engineering consultancy and construction services, particularly those with expertise in feasibility studies and project logistics. Companies capable of navigating complex safety and design assurance requirements will likely find this opportunity beneficial. Firms equipped to provide strategic analysis, feasibility assessments, and concept design are well-suited to compete, especially if they can demonstrate a robust understanding of infrastructure constraints and solutions. Engaging in this tender could enable companies to leverage their engineering expertise in a high-stakes public sector context, potentially establishing long-term relationships with Northern Trains Limited and other governmental bodies responsible for national transport infrastructure.
