Summary of the contracting process

Cornwall Council procured specialist residential care in Cornwall for working-age adults whose primary needs are learning disabilities, autism, mental health needs, or complex physical or sensory impairments. Placements are based on primary need, so some people over 65 may also be supported. The requirement was divided into long-term care in residential homes and short-break care. Quality counted for 75%, social value 10% and price 15%; the price assessment used acceptance of the relevant fee methodology or rate card.

The outcome shows demand for established Cornwall care-home operators able to provide specialist accommodation and support for adults with learning disabilities, autism, mental health needs, or complex physical or sensory impairments. Long-term residential provision and short-break care are distinct service lines, and providers could succeed in either or both. The awards included both smaller and larger suppliers, and the lots were identified as suitable for SMEs and voluntary, community and social enterprises. To compete credibly for this buyer’s requirement in future, a provider would need existing care homes in Cornwall, capacity to deliver the relevant type of placements, and strong quality responses. Social value commitments also formed part of evaluation, alongside acceptance of the applicable fee methodology for long-term care or rate card for short breaks.
