Its contract value is £503,000,000 including VAT, signed on 31 March 2026, for 1 April 2026 to 31 March 2034. Lot 2, short-break care provision, was awarded on 30 January 2026 to Bowden Derra Park Ltd, Brandon Trust, Dimensions Somerset SEV Limited, H F Trust Ltd, In Caring Hands Ltd, Keelex 176 Ltd and Leonard Cheshire Disability. Its contract value is £9,000,000 including VAT, signed on 31 March 2026, for 1 April 2026 to 31 March 2034. Each lot weighted quality at 75%, social value at 10% and price at 15%. Fourteen bids were received for Lot 1 and seven for Lot 2. Both lots were suitable for SMEs and voluntary, community and social enterprises, with economic and technical selection requirements.

This procurement demonstrates sustained demand from Cornwall Council for specialist residential care providers able to support adults with learning disabilities, autism, mental health needs, and complex physical or sensory impairment. Credible competitors would need established care-home operations in Cornwall, the staffing, safeguarding and service-management capability to provide either long-term placements or short breaks, and the financial and technical standing required by the council’s selection requirements. Strong quality evidence is central: quality accounted for three quarters of the evaluation, alongside demonstrable social-value commitments and acceptance of the relevant fee methodology or rate card. The successful supplier group included both SMEs and larger care organisations, indicating that locally based providers and organisations with wider specialist-care capacity can compete, provided they can evidence safe, reliable accommodation-based support.
