The justification for this is that the Commissioners had identified that there was a lack of clarity in relation to the value, provision and application of the TUPE information provided, and lack of clarity in relation to the Estates lease and associated financials. To maintain a fair, open and transparent competition, the Commissioner is withdrawing this process and intends to go back to commence new market engagement, regarding the service requirement going forwards.",
