"description": "After careful consideration, the Commissioners made the difficult decision to abandon the current process as permitted within Document 1 - ITT Process Overview document (under section 26.1). The justification for this is that the Commissioners had identified that there was a lack of clarity in relation to the value, provision and application of the TUPE information provided, and lack of clarity in relation to the Estates lease and associated financials. To maintain a fair, open and transparent competition, the Commissioner is withdrawing this process and intends to go back to commence new market engagement, regarding the service requirement going forwards.",
