This decision follows the Supreme Court judgment issued on 2 June 2026 concerning deprivation of liberty, which represents a material change to the legal framework underpinning key aspects of advocacy provision, particularly in relation to deprivation of liberty safeguards. At the time of this notice, there remains limited national guidance on the interpretation and practical application of the revised legal position. As a consequence, the authority has identified significant uncertainty regarding the future scope, demand, and delivery requirements of the service. The authority considers that the procurement documents, including the service specification, may no longer accurately reflect its requirements or provide a sufficiently reliable basis for contract award. In these circumstances, the authority has determined that it is appropriate to terminate the current procurement procedure in order to review the implications of the judgment and ensure that any future procurement is conducted on a clear, robust, and legally informed basis.",
