                "description": "Appointment of Suppliers * The Authority reserves the right to appoint up to five Providers to the Framework who meet all mandatory requirements within Appendix B: Tender Return Document and who submit all requested documentation. Blackpool Council also reserves the right to hold a reserve list should any of the successful Providers become unavailable to fulfil their role for any reason * Appointment will be based on compliance with the specification and responses to the method statements within the Appendix B Tender Return Document. Volumes of Work and allocation of work * Once assessments are identified, the Provider ranked 1st on the framework will be allocated the first 10 assessments, followed by the Provider ranked 2nd, who will be allocated the next 10 assessments, and so on. If the requirements cannot be met through use of this framework, the Council reserves the right to allocate work on a spot purchase basis. * Providers are expected to play a full and active part in the Framework when required. * Blackpool Council cannot guarantee any volume of work under this Framework. * Work will be allocated at the Blackpool Council's discretion and may vary over time."

As a result, the Authority is currently reviewing its approach to how Deprivation of Liberty assessments will be undertaken going forward. Until this internal review is complete and a clear delivery model has been agreed, we are unable to proceed with this procurement. Regrettably, this means we have taken the decision to abandon the current procurement process. At this stage, all required service provision will be delivered internally.",
