Highways Resilience and Maintenance Framework
Notice Description
Stoke-on-Trent City Council intends to establish a Highways Multi-lot Resilience Framework to support maintenance, emergency response, and resilience works across the city's highway network. This framework will enable rapid, cost-effective, and high-quality delivery of highway services and interventions. The Council anticipates structuring the framework under the following lots: * Highway Resurfacing - Road resurfacing and reconstruction to maintain and enhance the network. * Preventative Treatments and Recycling - Application of surface treatments and innovative recycling methods to extend asset life. * Bridge and Structural Maintenance - Inspection, maintenance, and repair of bridges and other highway structures. * Highway Surveys and Data Collection - Comprehensive asset condition surveys, including AI-driven predictive maintenance. * Highways Materials Supply & Traffic Management Services - Supply of key materials such as aggregates, asphalt, and road marking products, along with temporary signage and Chapter 8 equipment. * Highways Electrical Assets Maintenance & Enhancements - To deliver the maintenance and improvements of Highway Electrical assets including the Post streetlighting PFI operating model. * Traffic Management - equipment & services

Market engagement purposes and does not constitute a contract award or invitation to tender. Feedback will inform the Council's procurement approach, lotting strategy, and contractual arrangements. Objectives of Engagement: The Council seeks to: • Understand market capacity and capability for each lot. • Identify innovative solutions, particularly for resilience, predictive maintenance, and data-driven approaches. • Gather input on procurement route, lotting, and potential contract terms. • Promote sustainable, efficient, and value-for-money service delivery. Market Engagement Process: Interested suppliers are invited to provide (in word or PDF format): • Company profile and relevant experience in the specific lot(s) - list in scope of this notice. • Examples of similar framework arrangements or projects delivered. • Ability to mobilise rapidly for emergency works (if applicable). • Innovative approaches or solutions relevant to the lot(s). • Optional preliminary commercial information. Submissions should be sent to: highways@stoke.gov.uk All responses must be received by: 21st October 2025 Confidentiality: All responses will be treated in accordance with UK data protection legislation. Feedback may be summarised anonymously in procurement planning. Next Steps: Following market engagement, Stoke-on-Trent City Council anticipates publishing a formal Invitation to Tender (ITT) for the Highways Resilience Framework, structured around the above lots, subject of Internal governance and market engagement findings.
