Summary of the contracting process

The procurement process in question is led by the NHS West Yorkshire Integrated Care Board, targeting the health and care sector within the United Kingdom, specifically in the Bradford District and Craven region. The titled project, "VCSE Support & Improvement Programme," aims to enhance support for Voluntary, Community and Social Enterprise (VCSE) organisations to align with health partnership goals of keeping communities 'happy, healthy and at home.' This direct award contract was granted to Bradford VCS Alliance Limited, a large-scale VCSE, effectively bypassing the traditional tender method due to its unique organisational role and capabilities. The award was finalised on 16th October 2025, with the contract set to commence on 19th October 2025 and conclude by 30th June 2026. The procurement stage is complete, with significant strategic reasons for maintaining this particular partnership, emphasising continuity and strategic alignment.

This tender offers promising opportunities for businesses that aim to integrate closely with public health initiatives or provide supportive services in community health. Organisations involved in data-driven health solutions, community engagement, or social care could find growth potential here, given the focus on providing stability and enhancing community well-being. As the contract encourages joint strategic planning and system transition involving various VCSE organisations, businesses with a capacity for collaboration and a strong community presence—ideally those that can execute continuous learning models—would be particularly well-suited. This procurement aligns with the changing landscape of public health services, where localised and integrated care structures are becoming progressively important.

Notice Title

VCSE Support & Improvement Programme - NHS West Yorkshire Integrated Care Board (Bradford District and Craven Health and Care Partnership)

Notice Description

To support citizens and VCSE organisations to deliver the Health and Care Partnership vision to keep people 'happy, healthy and at home'. To do this through taking a data-driven, continuous-learning and asset-based approach to support VCSE organisations who have an active interest, ability, and capability to deliver against our shared ambitions. This should look to provide stability where possible, to promote growth of organisations that deliver opportunities for people to take control of their own health and wellbeing, and to contribute to our partnership's insight and intelligence about the communities we serve.

Procurement Information

The current provider, the Bradford VCS Alliance (VCSA) was established by the local VCSE sector with the explicit purpose of acting as the infrastructure body and strategic partner for health and care in Bradford District and Craven. It plays a unique system role in coordinating VCSE engagement, managing representation across partnership groups, and overseeing delivery of health and care projects by a wider network of local VCSE organisations. There is no viable alternative organisation able to deliver this function in a way that preserves existing alignment, infrastructure, and system trust. Changing provider at this stage would risk destabilising delivery, duplicating effort, and undermining the progress made in embedding the VCSE as a core system partner. The VCSA's model of delivery, coordination, and insight reporting is embedded across our place-based structures. This extension supports: * The development of the VCSE's role in Integrated Neighbourhood Working, aligned to local and national strategic priorities * Ongoing review and transition of Community Partnership structures, forming a core part of current organisational change * Joint planning with local authority commissioners to determine the most appropriate long-term commissioning route * Exploration of potential investment from other system partners, including emerging provider collaboratives * Continued delivery of statutory duties relating to involvement, engagement, and system partnership This waiver represents a time-limited, proportionate and compliant arrangement to maintain stability, enable joint strategic planning, and support system transition. Future commissioning arrangements will be informed by this planning work and will follow the appropriate governance and legal routes, taking account of direct award criteria where applicable.
