THE PROVISION OF CHILDREN'S HOME-BASED SERVICES CARE
Notice Description
Children Home Base Care (CHBC) refers to a range of support services provided to children, young people and their families within their own homes. CHBC is designed to address the specific needs of children and young people with disabilities. The service aims are to enhance their quality of life, promote their wellbeing and enable them to remain within their family environment. The Provider will support children/young people's activities of daily living. CHBC is for those at risk of or to unable to access mainstream activities (such as leisure centres, youth clubs, sporting activities etc) due to their disability or whose care is such that it is necessary to the Authority to provide additional support to Parent/Guardian.
Lot Information
General Care
General Care consists of support in the home to assist with the child/young person's activities of daily life. The care worker may take the child/young person into the community for an activity. The support can include targeted interventions, parenting support, and access to early intervention programmes. Please see Appendix 1 for an example of care needs
Renewal: The scheme of frameworks will consist of two frameworks. The first framework agreement shall be for a term of 3 years, and the second framework agreement shall be for a term of 3 years with an option to extend by 2 years (3+3(2)) at the discretion of the Authority, giving a total of 8 years for the whole scheme
Care and SupportCare and Support involves a higher level of support for a child/young person to ensure that they can keep themselves safe and meet their activities of daily living. Care and Support is relevant to children/young people who have care needs that require the Provider to conduct an additional risk assessment or care worker training due to behavioural or clinical needs. The child/young person may require periods of constant supervision when dysregulated or to avoid dysregulation and maintain safety. Occasional double-up care (i.e. 2:1 care worker to child/young person ratio) in the community may be required. The child/young person may be accessing specialist healthcare, therapy services, and/or specialised educational support.

Lot 3: Complex CareComplex Care requires a high level of support delivered into the home. The high level of support can be through the experience and skillset required of the care worker and/or the number of care hours required. The care worker will ensure the child/young person is safe and can meet their activities of daily living. The child/young person will require intensive support services, often involving multi-agency collaboration and coordinated care. This level of support is typically provided to children/young people with significant disabilities, complex medical needs, or safeguarding concerns. The social work/early help assessment will highlight the harm that the child/young person may be at risk from due to their behaviour or care needs. The child/young person will require constant supervision.

"description": "CHBC is commissioned through Care packages. Suppliers will be ranked based on their overall evaluation scores. This ranking will inform the order in which suppliers will be approached for direct award call off services. The rankings will be used on a rotational basis where the 1st ranked supplier will be awarded the first order, the 2nd ranked supplier will be awarded the second order, and the 3rd ranked supplier will be awarded the third order. In the event a supplier cannot fulfil the order or does not respond in time in accordance with the terms of the Framework Agreement, the order will be awarded to the next ranked supplier. For example, in the event the 1st ranked supplier does not respond or cannot fulfil the order, the 2nd ranked supplier will be approached for the award. Upon the orders being awarded to all of the suppliers based on the rotational system as described, the next award of an order shall revert to the 1st ranked supplier. Bidders must note that the rotational system shall always be subject to the distribution of care packages made with reference to the overall number care hours framework providers on the framework are currently delivering. The intention is to balance distribution of care hours across providers on the framework.",
