Summary of the contracting process

The University of South Wales Group sought a single contractor to manage comprehensive cleaning services across the University of South Wales, USW Student Union, Royal Welsh College of Music & Drama and The College Merthyr Tydfil. The work covers campuses in the Pontypridd and wider South Wales area. Services include daily general cleaning, deep cleaning, accommodation cleaning, washroom cleaning, high-touch surface sanitisation, entrance and reception cleaning, waste management, periodic and reactive cleaning, quality assurance and reporting. The scope also includes staffing and supervision, environmental and health and safety compliance, innovation, vehicles, pest control, window cleaning and washroom services. The procurement reached tender: the buyer invited suppliers to participate through a selective competitive flexible procedure, with an initial participation stage followed by a tender stage for shortlisted suppliers. Enquiries closed at 12:00 on 23 January 2026 and expressions of interest were due by 12:00 on 6 February 2026. The planned contract period was 1 August 2026 to 31 July 2031, with optional annual extensions allowing a maximum term to 31 July 2036. Its estimated value was £23,769,261 excluding VAT, or £28,523,113 including VAT. Evaluation was based entirely on capacity and capability. The procurement was cancelled on 23 July 2026 and will not proceed to contract award. The buyer cited changed cost-saving, organisational and future service requirements, and intends to compete any revised requirement against a new specification.

This opportunity suited cleaning contractors able to manage a large, multi-site university and education estate through a single service model. Relevant suppliers would need capacity for daily, periodic, reactive, deep and accommodation cleaning, while applying different output standards in student-facing areas and input-based frequencies in staff offices. Strong operational capability in staffing, supervision, quality assurance, reporting, high-touch sanitisation, waste, washrooms, windows, pest control and associated services would be important. The requirement also favoured businesses able to demonstrate environmental, health and safety and innovation capability, and to manage vehicles and service changes over a long-term arrangement. Small and medium-sized enterprises and voluntary, community or social enterprises were considered suitable. Financial standing was assessed through a credit check, with possible guarantees or mitigation evidence for higher-risk suppliers.

The University of South Wales Group is seeking to appoint a single contractor to manage its provision of Cleaning Services across the group. The Group includes: The University of South Wales USW Student Union Royal Welsh College of Music & Drama The College Merthyr Tydfil The successful contractor will deliver comprehensive daily cleaning, deep cleans and accommodation cleaning across the University of South Wales Group. The start date for this service will be 1st August 2026.USW operates different cleaning specifications for different areas of its campuses. Areas which are student facing i.e. entrances, washrooms and classrooms fall under an output specification whereby a set standard is to be maintained. Areas which are not student facing i.e. staff offices, fall under an input cleaning specification whereby cleaning will be completed to the required standard once every two weeks. The scope of services includes, but is not limited to, the following: General Cleaning Duties Washroom Cleaning High-Touch Surface Sanitisation Entrance and Reception Areas Waste Management Periodic and Reactive Cleaning Quality Assurance and Reporting Staffing and Supervision Environmental and Health & Safety Compliance Innovation Vehicles Pest Control Window Cleaning Washroom Services .
