Summary of the contracting process

The Department for Education procured national education and training services from subject matter experts supporting early language, early maths, and personal, social and emotional development (PSED) learning leads. The scope covers reviewing and improving existing Department for Education training modules, developing and piloting new modules, training learning leads to deliver them, supporting their delivery, and facilitating networking and collaboration to share best practice. The work supports better early language and early maths provision so more children can meet the Early Learning Goals and achieve a Good Level of Development. Delivery covers England, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West.

The procurement is complete following an above-threshold open procedure. It was divided into three contracts under one lot, evaluated on price per quality point with quality weighted at 100%. Empowering Education International Limited was awarded the PSED learning leads contract for £124,000 net (£129,167 gross), and the early maths learning leads contract for £260,000 net (£270,833 gross). I CAN, Speech and Language UK was awarded the early language leads contract for £278,806 net (£279,167 gross). All three awards were made on 13 March 2026, with contracts signed on 1 April 2026. Each contract runs from 1 April 2026 to 31 March 2028, with an option to extend by up to 12 months, giving a maximum end date of 31 March 2029.

This procurement demonstrates demand for specialist early years education expertise across language, mathematics and personal, social and emotional development. Credible suppliers would need to design, review and pilot professional training, deliver training to lead practitioners, and provide continuing support and quality assurance. We are looking to appoint subject matter experts to support early language, early maths and PSED learning leads via 3 separate contracts. This requirement includes: * Reviewing and providing feedback on existing DfE training modules * Developing and piloting new training modules * Training early language and early maths leads to deliver new and existing DfE training modules * Supporting early language and early maths leads to deliver training * Facilitating networking and collaboration between early language leads and early maths leads to share best practice.
