Summary of the contracting process

The London Borough of Hounslow is procuring specialist behaviour support services for children and young people aged up to 18 with learning disabilities and/or autism. This requirement demonstrates sustained demand from Hounslow for specialist support that can prevent avoidable escalation into inpatient mental health care and protect home or education placements. A credible future competitor would need capability in behaviour support for children and young people with learning disabilities and/or autism, using person-centred and psychologically informed approaches. It would need to work effectively with the Dynamic Support Register and coordinate with the services involved in identifying, referring and reviewing children and young people at risk. The evaluation placed the whole emphasis on quality, including social value, so providers should be able to evidence strong service design, clinical or specialist practice, safeguarding and outcomes-focused delivery. The response from two SME suppliers also indicates that an appropriately scaled specialist organisation can compete for this type of council service.
