Summary of the contracting process

Sandwell Metropolitan Borough Council is inviting tenders for the "Sandwell Adaptive Cycling" programme aimed at enhancing physical and mental well-being through increased cycling participation. This initiative targets the facilitation of accessible cycling opportunities across the six towns of Sandwell, in line with national physical activity averages. The procurement process is currently at the tender stage, with submissions required by 5th November 2025. The contract, valued at £60,000, will start on 1st January 2026 and may extend until the end of 2028, conditional on funding and performance. The procurement method is open competition under a light-touch regime, and electronic submissions are accepted via Sandwell's procurement portal.

This tender represents a significant opportunity for organisations specialising in community services and inclusive sports programmes. Businesses with expertise in delivering adaptive sports interventions, particularly those capable of providing tailored cycling experiences for diverse populations, can leverage this contract to enhance their portfolio. The initiative's emphasis on accessibility and inclusion makes it particularly suitable for providers with a strong track record in working with disadvantaged or less active communities. Winning this tender could also enhance visibility and credibility within the public sector and offer a platform for expansion and partnership within the broader community health and well-being sector.

Notice Description

To commission a provider who will contribute to Sandwell's long-term goals of improving physical and mental well-being and reducing health inequalities associated with physical inactivity. This initiative aims to build upon existing cycling interventions, enhance the current availability of accessible cycling in Sandwell, and address known barriers to maintaining long-term physical activity. To align Sandwell with national physical activity averages, approximately 24,000 residents need to become more active. This provision aims to facilitate Sandwell's progress towards these benchmarks by offering accessible opportunities to increase physical activity through cycling. The objectives detailed in the specification will enable the delivery of a range of accessible and inclusive cycling sessions and interventions, thereby fostering increased physical activity among the residents of Sandwell. Therefore, it is imperative to implement a comprehensive, high-quality, and cost-effective adaptive cycling programme across the six towns of Sandwell. This programme will employ adapted cycling equipment, thereby providing enjoyable and flexible cycling opportunities for individuals of all ages and abilities. The primary objective of this initiative is to promote physical activity through cycling and to inspire individuals to embark on or advance their personal cycling journeys.
