Summary of the contracting process

Northumberland County Council is in the planning stage of procuring a development partner for a mixed residential scheme at the former Hexham Middle School site in Hexham, Northumberland. The project, labelled as tender NCC1542, aims to transform the 6.1-hectare site into a mixed-use residential housing and extra care facility while preserving the historical Grade II Listed Fellside Building. This project falls under the construction work industry category with its procurement phase anticipated to span from 1st April 2027 to 31st March 2032. The procurement process is outlined to follow a competitive flexible procedure, and a future notice has been set for publication by 1st September 2026. The initiative is anchored by legal provisions under the UK Public General Acts 2023/54, ensuring compliance and governance throughout.

This tender represents a significant opportunity for businesses specialising in construction, heritage building refurbishment, and community development, particularly those with experience in delivering mixed housing and extra care schemes. It sets the stage for companies with strong financial backing, whether through internal reserves, external investors, or grants like the Homes England Affordable Homes Programme. Additional funding avenues include S106 Developer Funding and Adult, Ageing, and Wellbeing funding, which may enhance project viability. Engaging in this process not only opens doors to significant local development work but also allows participating firms to influence the procurement specifications, making them more market-focused and achievable. Businesses interested in preserving historical structures while contributing to modern residential solutions will find this tender particularly appealing.
