Summary of the contracting process

Northumberland County Council is seeking a development partner for the former Hexham Middle School site in Hexham. The works involve a mixed residential development, including an affordable extra-care scheme and residential housing with affordable homes. The requirement also covers refurbishment and reuse of listed and curtilage-listed heritage buildings, demolition of non-listed buildings, a community garden, and ongoing management and upkeep of the site. This is a construction and property development opportunity, with the council retaining landowner responsibilities. The scheme is treated as a concession and includes the delivery of the completed development and associated site infrastructure in Hexham, Northumberland.

The procurement has reached tender: the council invited offers through a selective, multi-stage Competitive Flexible Procedure. The process includes a Procurement Specific Questionnaire, shortlisting, initial and final tenders, evaluation, standstill and contract award; up to six candidates may be shortlisted. Expressions of interest were due by 26 October 2026 at 12:00 UTC, and the award period is expected to end by 31 May 2027. The contract is scheduled to run from 31 May 2027 to 30 May 2032, with up to three 12-month extensions available until 30 May 2035. The estimated value is £50,000,000 excluding VAT or £60,000,000 including VAT. Evaluation gives 75% to quality and 25% to price, including design, architecture, landscape, planning, heritage, delivery, funding and value for money.

This opportunity suits an established property developer or development consortium able to lead a complex, long-term residential scheme and manage delivery from design through construction and site upkeep. Relevant capability includes producing architectural drawings and visualisations, landscape proposals, planning and listed-building approaches, constraint and risk mitigation, phasing and delivery programmes, development appraisal, cash-flow modelling and funding arrangements. Bidders must provide organisational information, meet mandatory questionnaire requirements, answer discretionary requirements and achieve at least 60% on the project-specific assessment of technical and professional ability. Strong heritage, regeneration, affordable housing and extra-care experience will be relevant to the scope, alongside the capacity to coordinate demolition, conservation, construction, community-garden delivery and social-value commitments.
