Summary of the contracting process

Walsall Council plans to redevelop the Former Gasholders Site on Darlaston Road, Walsall: an approximately nine-hectare brownfield site adjoining the M6. The works cover remediation and site preparation, including addressing contamination, clearance and earthworks; mitigating ecological, flood-risk and utility constraints; providing site access, utilities and site-wide infrastructure; and building four industrial units for general industry or storage and distribution, with external works. The intended end use is an industrial estate supporting logistics, light manufacturing and warehousing. The site is part of the Council’s employment and growth plans for the M6 Junction 10 area. This is a large, integrated development combining land remediation, enabling infrastructure and construction rather than a standalone building project.

The process is at planning: the Council has announced its intention to procure, but has not yet invited tenders. It expects to publish the tender notice in April 2027 and says the competitive procurement will use a competitive flexible procedure under the Procurement Act 2023. The estimated contract value is £62 million excluding VAT (£74.4 million including VAT). The planned contract period runs from 16 June 2028 to 26 April 2033. The project is shown as one lot. Walsall Council has already undertaken preliminary market engagement and planned a further formal engagement process, including site visits and supplier questionnaires in November and December 2025. The scope, contract structure and detailed procurement process are to be set out when the procurement formally begins. Grant funding is intended to support the scheme’s viability.

The scheme is likely to suit developers and remediation contractors able to work together on a substantial brownfield regeneration project. Relevant capabilities include investigating and remediating contaminated land, earthworks and site clearance, managing ecological and flood-risk constraints, diverting utilities, and delivering roads or other site access and infrastructure. Suppliers will also need the capacity to construct and complete four industrial units, including associated external works, for logistics, manufacturing or warehousing uses. The integrated scope favours teams able to coordinate enabling works and construction through to a development-ready industrial estate; the Council’s engagement specifically seeks input from remediation contractors and developers. The Council says market engagement will inform the later competition and intends to provide grant funding to the successful supplier to support scheme viability. No particular accreditation or experience requirement is stated at this planning stage.

Walsall Council (the "Council") is the freeholder of the site known as the Former Gasholders Site, Darlaston Road, Walsall (the "Site") which it wishes to develop. The Council have assembled and acquired the whole site; comprised of the former National Grid Gasholders site plus adjoining land to the south. The project will involve the transformation of this circa 9-hectare brownfield site into a modern industrial estate suitable for logistics, light manufacturing, and warehousing. The site is a strategic delivery priority for the Council as part of the Black Country Enterprise Zone and Walsall Growth Zone and is allocated as 'Potential High-Quality Industry' in the Walsall Site Allocation Document (SAD). The site is a significant opportunity based on its connectivity being adjacent to the M6 and other upcoming industrial developments in proximity. The proposed redevelopment will assist in generating new employment, training, and business opportunities in Walsall as part of the M6 Junction 10 employment area. The project scope encompasses all activities required to enable the successful redevelopment of the site for industrial use, including: * Site Remediation and Preparation to address any contamination and Earthworks to prepare the ground for construction, including site clearance, grading, and levelling. * Mitigation of On-Site Constraints such as ecology, flood risk, and utilities diversion to facilitate development. * Creation of a site access that is suitable for future traffic movements associated with the site. * Installation of all necessary utilities and site-wide infrastructure. Construction of four high-quality industrial units suitable for B2 (General Industrial) or B8 (Storage and Distribution) use, each ranging from 30,000 to 99,999 sq. ft GIA including associated external works. The Council intends to publish a Tender Notice in April 2027 to commence a competitive tendering process under the Procurement Act 2023 (the "Act") and given the value of this opportunity is publishing this notice to notify the market of this intention in accordance with s93 of the Act. The competitive tendering process to be conducted by the Council will be informed by the preliminary market engagement previously undertaken by the Council via the publication of a Preliminary Market Engagement Notice in November 2025 (2025/S 000-071275). The Tender Notice and associated tender documents made available to the market in the near future will provide further details on the scope and nature of the opportunity along with information on the procurement process to be conducted by the Council. Further details on the contract structure and competitive tendering process will be made available when the Council formally commences the procurement. To support the viability of the scheme, the Council intends to make available grant funding to the successful supplier and further details on this will be provided when a procurement process is formally commenced by the Council.
