Summary of the contracting process

Greater Manchester Combined Authority commissioned a young people’s homelessness prevention service for people aged 18–25 who are at risk of experiencing homelessness for the first time within six months. The service is intended to provide flexible, person-centred support at the point of access, particularly where a young person lacks support to prevent their situation worsening. The model is outcomes-based, evidence-informed and personalised, and focuses on early, primary prevention. It builds on the earlier Greater Manchester Young Persons Homelessness Prevention Pathfinder and aligns with the Greater Manchester Strategy’s priorities for healthy homes and neighbourhood support. This is a health and social work service, delivered across Greater Manchester.

The procurement is complete and the contract was awarded to Bridges Outcomes Partnerships Limited following an open procedure. The award was made on 8 February 2026. The contract is valued at £6,539,222 excluding VAT (£7,847,066 including VAT). Its initial term runs from 1 April 2026 to 31 March 2027, with a single possible 24-month extension to 31 March 2029, subject to successful delivery, strategy considerations and funding approval. One lot covered the service. Evaluation weighted technical assessment at 80%, social value at 10% and price at 10%. Six valid bids were received; all six reached the final stage, and all six bidders were SMEs.

This award shows demand from Greater Manchester for specialist early-intervention support that helps young people avoid homelessness, delivered as a personalised service rather than a standardised offer. A credible future competitor would need experience and skills in homelessness prevention, the ability to work with 18–25-year-olds at risk of a first homelessness episode, and systems to provide flexible support at the point of access. The successful model is judged primarily on technical quality, with social value also carrying weight alongside price, so suppliers need to demonstrate a strong delivery approach and meaningful local social outcomes, not simply competitive costs. The contracted outcomes include reducing participants’ homelessness risk, improving access to or ability to sustain education, training and employment, and helping participants achieve self-determined outcomes. SMEs were represented among all final-stage bidders.

The GMCA will be looking to reprocure The Greater Manchester young persons Homelessness prevention service. The Greater Manchester (GM) Young Persons Homelessness Prevention Service is a flexible, person-centred service designed to prevent homelessness for young people between the ages of 18-25. This service builds on the learning of the Young Persons Homelessness Prevention Pathfinder service which had previously been commissioned to provide homelessness prevention support for young people across GM between 2022 - 2026. The new service model is expected to be outcomes based, evidence-informed, and highly personalised, enabling more flexible and responsive primary prevention focused support for young people at risk of homelessness. It will intervene for individuals who are at risk of their first instance of homelessness in the next 6 months at point of access and who are lacking the support that would enable them to prevent their situation worsening. The service also aligns heavily to priorities included as part of the Greater Manchester Strategy 2025 - 2035, working towards ensuring healthy homes for all and everyday support in every neighborhood. Tender process has been undertaken. DATES on contract = 01/04/26 to 31/3/27 with option to extend from 1/4/27- 31/3/29. contract signing/ sealing has been delayed with contract completed 25/8/26 therefore signed contract date in the notice should be as above

The purpose of this Market Engagement Event on 7th November 2025 9.30 -10.30, is a soft market testing exercise. The Greater Manchester Combined Authority (GMCA) are looking to fully understand the market landscape with regards to the delivery of the 'Young Persons Homelessness Prevention Service'. The aim of the 'Young Persons Homelessness Prevention Service' is to provide a flexible, person-centred support service for young people between the ages of 18 - 25 who are at risk of a first instance of homelessness within the next 6 months. This event will give providers with skills and experience in delivering homelessness prevention focused support the opportunity to hear more about the outline of plans for the Young Persons Homelessness Prevention Service and to feedback on the information shared in the session. There will be details shared in relation to the anticipated procurement process for the service in this event. All information provided within the event is subject to change. ***The Market engagement session will be advertised on The Chest and registration will take place via the messaging section - Deadline for all attendee to register will be Wednesday 5th November 2025****
