Summary of the contracting process

Tees, Esk and Wear Valleys NHS Foundation Trust sought a non-clinical crisis house service for adults experiencing mental health crisis in Durham and Darlington. The service was intended to work alongside the Durham and Darlington crisis and intensive home treatment teams, supporting people in crisis through intervention and care in a crisis house. Referrals were to come from the Urgent Care Crisis service, so the service could connect with clinical support where risk management or immediate clinical needs required it. This is a health and social care service (CPV 85000000). The Trust provides mental health and learning disability services across its wider area; this contract concerned the Durham and Darlington adult mental health crisis service.

The Trust invited bids through a competitive tender under the Provider Selection Regime, following an earlier market-engagement stage. The Trust subsequently discontinued the process and cancelled the procurement; no provider was selected and no contract will be awarded. The stated reason was a change in service specification requirements. The tender set a submission deadline of 23 October 2026 at 12:00, with enquiries due by 16 October 2026 at 12:00; the planned award decision date was 7 December 2026. The contract was scheduled to run from 1 August 2027 to 31 July 2030, with an option for two further 12-month extensions, up to 31 July 2032. The stated contract value was £2,750,000. Evaluation weighted quality and innovation at 30%, access, health inequalities and choice at 30%, integration, collaboration and sustainability at 25%, social value at 10%, and price at 5%.

The requirement was suitable for small and medium-sized businesses and voluntary, community and social enterprises. It would suit providers able to deliver non-clinical crisis support for adults and collaborate closely with NHS crisis and intensive home treatment teams. Relevant strengths include safe responses to people in crisis, effective referral pathways and the ability to work with clinical services so that risk and immediate clinical needs are addressed. Bidders would also need to show how their approach could improve access, reduce health inequalities and facilitate choice, while integrating with partners and sustaining the service. Quality, innovation and social value carried substantially more weight than price, so providers with credible service models and partnership working experience were well placed to compete. However, the procurement was discontinued and no contract will be awarded through this exercise.
