Summary of the contracting process

Milton Keynes City Council has issued a tender for the provision of Declutter and Deep Clean Service aimed at assisting vulnerable individuals. This procurement falls under the services category and is identified by the CPV codes for cleaning services and accommodation cleaning services. It focuses on the UKJ12 region in the United Kingdom. The process follows an Open procedure and is currently in the tender stage, with final submissions due by 12 noon on 28th July 2026. The contract will initially last for 3 years, with a potential extension of 2 additional years, commencing on 4th January 2027.

This tender presents lucrative opportunities for businesses within the cleaning and social care sectors, particularly those capable of handling specialised tasks such as decluttering and deep cleaning environments deemed a risk to health and safety. Companies with experience in working with local authorities or providing similar community support services will find this opportunity suitable. With a substantial value and a light-touch regime, small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) can particularly benefit from the government’s focus on services that promote public well-being and reduce homelessness.

Notice Title

Declutter and Deep Clean Service for Vulnerable People

Notice Description

Milton Keynes City Council are currently out to tender for the provision of Declutter and Deep Clean Service for Vulnerable People. The Declutter & Deep Clean Service has two main functions: 1. To declutter a property which has become neglected and unfit to live in, including properties deemed unsafe due to hoarding. This may include clearance of outside areas around the property, especially access routes. 2. To deep clean a property that has become a risk to the health of the occupier. The two functions will usually go together, but on some occasions the deep clean alone may be required. The Declutter & Deep Clean Service will work closely with clients and social care professionals. The service will be a 'one-off' to restore clients' accommodation to a standard that promotes safety, health, and wellbeing. The Declutter and Deep Clean Service for vulnerable people aims to: * Ensure Milton Keynes City Council (the Council) has homes that promote physical and mental wellbeing for the most vulnerable clients. * Support people to maintain settled accommodation and thus reduce the possibility of homelessness and street dwelling. * Provide an opportunity for people to improve the quality of their lives in a clean and safe environment. The service is for vulnerable people aged over 18 years who have recourse to public funds, are resident within the Milton Keynes local authority boundary and have been assessed as eligible for support from the Council's Adult Social Care service or are known to the Community Support Team or Neighbourhood Services Teams within Social Care. This procurement is being undertaken via the Open procedure. The Council proposes to enter into a contract that will be for a term of 3 years with the successful tenderer (Service Provider) with an optional extension of a further 2 years unless terminated in accordance with the Conditions of Contract. Tender submissions must be returned electronically via the Authorities e-tendering portal In-Tend: https://in-tendhost.co.uk/milton-keynes/aspx/Home as per the prescribed instructions in the tender documentation. Deadline for submissions of the tender will be 12 noon on 28th July 2026
