Summary of the contracting process

The Collegiate Trust, a public authority operating as a sub-central government entity, has completed the contracting process for its cleaning services in six schools across Croydon, Crawley, and surrounding areas. The title of this procurement is the "Collegiate Trust Cleaning Tender" and encompasses the school cleaning services industry. This contract, commencing on 20th December 2025, will run initially for three years, with the option for a two-year extension, contingent upon performance. The contract is awarded in two lots, each covering different sets of schools, with an overall projected turnover of approximately £2,490,000. The procurement method used was an open, competitive flexible procedure, prompted by the premature end of a prior contract, necessitating an accelerated timeline. Potential suppliers were required to electronically submit their bids by 18th November 2025, with the award process concluding by 26th November 2025.

This tender presents substantial opportunities for growth, particularly for businesses specializing in comprehensive school cleaning services. With an anticipated turnover exceeding £2 million over three years, the contract offers financial stability and a potentially extended tenure based on qualitative and financial performance. The procurement process encourages the participation of capable SMEs, ensuring diversity in supplier competition. Companies adept at forming effective client partnerships and those with a track record of delivering exceptional service will find this tender particularly lucrative. The requirement for termly and annual reviews, along with the flexibility afforded by optional tenure extensions, makes it a compelling opportunity for businesses aiming to expand their public sector service portfolio.

There is an option for a further two years of tenure beyond this date by mutual agreement and the extension is based on qualitative and financial performance. The current contract with Purgo in 6 schools has ended prematurely and the start date of the new contract is the 20th of December 2025. As a result of the challenging timelines, the Trust is using an accelerated competitive flexible process. In this section we include all of the relevant information you will need to prepare your tender response. Some of the LGPS Pensions and the ability to achieve admitted body status with Croydon Pensions is essential. The Collegiate Trust is looking for a professional cleaning contractor to deliver an excellent level of service throughout the year on all campuses. A working partnership will be essential to support the Trust's requirement to reduce operating costs moving forward. The projected turnover for the three-year initial term of the contract is expected to be circa PS2,490,000 for both lots. Should the Trust not be convinced of this they reserve the right to revert to an 'insourced' solution or post no award for some or all of the schools.
