West Sussex County Council (WSCC) is seeking to procure an Electric Vehicle Charging Network across the county of West Sussex.
Planning Information
West Sussex County Council (WSCC) is seeking to procure a Contract for the provision of Electric Vehicle Charging Infrastructure. The Council’s strategic objective is for residents with no off-street parking to be within a short walk from a Chargepoint. We will focus on areas where residents cannot make the switch to EV without access to a public charging network, but we want to ensure a good geographical spread across the county. The Concession Contract will be in the form of 3 (three) separate lots; Lot 1: Standard Electric Vehicle Chargepoints Network Lot 2: Fast Electric Vehicle Chargepoints Network Lot 3: Rapid and Ultra Rapid Electric Vehicle Chargepoints Network . The new contract is planned to commence on 3rd August 2026. Suppliers interested are invited to submitted responses to the following questions; 1. Technology Offering & Lot Preferences • Can you provide all the technologies outlined in our proposed lots? • Would you prefer to bid for this opportunity as a single lot or as separate lots divided by technology type? • Do you have a preference or recommendation for how the lots should be structured? o Lot 1: Residential on-street charging (7kWh EVCPs) o Lot 2: Fast chargers for on-street & car park areas (22kWh EVCPs) o Lot 3: Rapid & Ultra Rapid chargers for on-street & car park areas (50kWh and above) ________________________________________ 2. Installation numbers Our Aim is to deliver the following number of EVCPs within the first 4 years of the contract – would these installation numbers be feasible ? o Lot 1 – Minimum 1900 dual sockets EVCPs o Lot 2 – Minimum 400 Fast Chargers o Lot 3 – Minimum 100 Rapid Chargers * incl Ultra Rapid where appropriate. ________________________________________ 3. Site Portfolio Feasibility • Based on our indicative site portfolio, do you consider the following distribution feasible with the proposed subsidy? o On-street social housing sites / deprived areas with low EV uptake o Residential on-street locations across urban & rural areas o Shopping parades / town locations o Council car parks / designated parking areas o Disabled Parking bays - on-street and designated parking areas • What challenges or opportunities do you foresee in delivering across these site types? ________________________________________ 4. Private Investment Appetite • What level of private investment would you consider appropriate or feasible for this opportunity? • Are there specific financial models or structures you would prefer (e.g., joint venture, concession, lease)? ________________________________________ 5. Revenue Share / Concession Fee Arrangement • What are your views on a revenue share or concession fee model? • Would a fixed annual fee (e.g., £50k for a Contract Manager) plus a small revenue share (e.g., 3%) be acceptable or preferable? • Do you have alternative suggestions for structuring the financial arrangement? ________________________________________ 6. Future-Proofing & Innovation • How frequently do you upgrade your EVCP technology? • What innovations do you foresee in the short to medium term (e.g., smart charging, V2G, AI-based load balancing)? • Do you offer or plan to offer electricity generation or storage solutions as part of your EVCP infrastructure? ________________________________________ 7. Accessibility & Standards • How do your solutions comply with PAS 1899 (accessible EV charging)? • What design features or services do you offer to ensure accessibility for all users? ________________________________________ 8. Payment Options • What payment methods do your EVCPs support (e.g., contactless, mobile apps, RFID)? • Do you offer roaming or interoperability with other networks? ________________________________________ 9. Deliverability & Programme Timelines • What factors could impact your ability to meet these timelines? ________________________________________ 10. Tariffs & Electricity Procurement • Do you offer time-of-use tariffs or dynamic pricing? • How do you procure electricity—via wholesale markets, business rates, or other mechanisms? ________________________________________ 11. Barriers to Bidding • Are there any specific barriers (technical, financial, regulatory, etc.) that might prevent you from bidding? • What support or changes would make this opportunity more attractive to you?
