Summary of the contracting process

Jisc, through its HESA directorate, is seeking a supplier to code occupational and employer information collected through the annual Graduate Outcomes survey. The work covers assigning Office for National Statistics Standard Industrial Classification (SIC) and Standard Occupational Classification (SOC) codes, together with supplementary information, to employer, course and role data. Jisc will provide batches of survey data overnight through a secure system, and the supplier must return the completed coding through encrypted bulk data transfer. The results will support Jisc’s role as the designated data body for higher education and inform provider dashboards showing graduate outcomes. The supplier will also work with Jisc, HESA and associated survey suppliers to improve coding accuracy. This is a data standardisation and classification service delivered across the United Kingdom.

The procurement has reached tender: Jisc has invited offers using an open competitive flexible procedure with two evaluation stages. Stage 1 assesses written technical responses on competency and experience; Stage 2 assesses pricing and a coding trial. Bids must be submitted electronically in English by 9 October 2026 at 12:00 BST. The award decision is due by 1 February 2027. The contract is scheduled to run from 1 May 2027 to 30 April 2030, with two optional one-year extensions, allowing a maximum term to 30 April 2032. There is one lot. Its estimated value is £1,250,000 excluding VAT and £1,500,000 including VAT. Evaluation weights are technical quality 40%, price 30% and coding trial 30%.

They should also be able to take part in review calls with Jisc and partner suppliers, identify coding issues and recommend improvements to employer and role data.

HESA (part of Jisc) are seeking a supplier to support the annual coding of occupational information. Following its merger with the Higher Education Statistics Agency, Jisc has retained 'HESA' as a brand name, and Jisc's functions, activities and role as the DDB are undertaken by a dedicated directorate within Jisc, operating under the HESA brand. References to HESA within the Specification do not mean any legal entity. This will include Standard Industrial Classification (SIC) and Standard Occupational Classification (SOC) codes from the Office for National Statistics (ONS), along with some additional information to supplement this. The supply of this data will support our role as the designated data body for the HE sector, ensuring high quality, consistent classification of employer data. As survey responses are received, HESA/Jisc will securely make available to the supplier, in batches, an overnight file of the employer, course and role information to enable the supplier to complete the required SIC and SOC coding and return it to HESA/Jisc using an encrypted secure bulk data sending system. In addition to the purposes set out below, the coding will be used by Jisc to update and feed into the Graduate Outcomes provider dashboards so that Providers have visibility of the progress and outcomes of the coding. HESA/Jisc will run the Graduate Outcomes survey, working with third-party suppliers to manage the call centre system for contact management and to provide an online survey. It will be necessary for the supplier to join review calls with HESA/Jisc and HESA/Jisc's third-party suppliers to feedback any improvements required to the job role and employer data to improve the accuracy of coding.
