Summary of the contracting process

Surrey County Council is inviting tenders for the Provision of an Income Maximisation Service aimed at unpaid carers, under the procurement category of Health and Social Work Services. This initiative is located in the United Kingdom, specifically within the region of UKJ2. The procurement is currently in the Tender stage, having been announced on 31 October 2025. Interested parties must submit their tenders through an open competitive process by 1 December 2025, with enquiries closing on 27 November 2025. The contract is valued at £360,000 and is set to begin on 12 January 2026, potentially extending for a 12-month period ending on 11 January 2028.

This tender presents valuable opportunities for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). It seeks organisations capable of delivering a service that supports carers in accessing necessary financial resources. The successful bidder will need to demonstrate quality in their service delivery as 80% of the award criteria is based on quality, while the remaining 20% focuses on the number of carers supported annually. Businesses specialising in financial advice services, particularly those experienced in dealing with social care benefits and entitlements, would be well-placed to bid for this opportunity.

Notice Title

The Provision of Income Maximisation Service for unpaid Carers

Notice Description

The financial burden of caring is recognised as a priority for unpaid carers and has been widely reported nationally. This service aims to: * Ensure unpaid carers receive the financial support they need to continue their vital role without facing undue financial hardship. * To improve the customer journey and satisfaction with social care interventions and support. The Income Maximisation service will support Carers to identify and access the financial support they are entitled to. By guiding Carers to the financial resources and entitlements available to them, the service will play a crucial role in reducing financial stress for the whole family and enhancing carer economic well-being. The service will provide a well-defined support 'offer', tailored to accommodate the diverse needs of Carers by adapting how advice is delivered. We expect that various methods will be available for Carers to access support, including online solutions to reach more Carers where applicable.
