Summary of the contracting process

BLUELIGHT COMMERCIAL LIMITED established a national framework for participating public authorities to manage seized nitrous oxide gas and canisters. The service covers secure local storage, collection, transportation, central storage, degassing, valve removal where applicable, incineration and lawful disposal of full, partially discharged, nominally empty and empty canisters. Four service packages are included: an end-to-end service; transportation and storage; collection, transport, degassing and incineration or disposal; and collection, transport and disposal of empty canisters, with the latter intended to generate revenue for user organisations. This is an environmental and hazardous-waste service combining specialist logistics, secure storage and treatment or disposal. The framework is managed by Bluelight Commercial for participating authorities, with the detailed buyer categories set out in the procurement documents.

The procurement is complete and has been awarded through an open procedure as an open framework allowing direct awards or mini-competitions. Bids closed on 2 December 2025, evaluation was due by 6 January 2026 and awards were made on 7 July 2026. Contracts were signed on 11 August 2026 and run from 12 August 2026 to 11 August 2029. Lot 1 was awarded to Biffa Waste Services, Veolia ES, Tradebe Environmental Services and Bagnall & Morris for £4.8m gross. Lot 2 went to Bagnall & Morris and Tradebe for £600,001 gross. Lot 3 went to Veolia, Bagnall & Morris and Tradebe for £1.2m gross. Lot 4 went to Tradebe for £600,000 gross. Each lot was evaluated on price 50%, technical capability 40% and social value 10%; a 1% award-value win fee applied.

To provide National Framework for all participating authorities for the local storage, collection / transportation, central storage, degassing and disposal of Nitrous Oxide gas and cannisters. Service Objective: To provide a compliant, efficient, and environmentally responsible service for secure storage, safe transfer, and legal disposal of seized nitrous oxide canisters, contents and containers, ensuring alignment with UK legal frameworks and environmental regulations. Service Scope The Framework is broken down into 4 separate Lots to allow for partial services to be contracted for as applicable for each participating contracting authority. These 4 main Lots are: - Lot 1 - Full Service (End to End Provision of Facilities and Services for Collection, Transportation, Storage and Disposal of Full, Partially discharged, Nominally empty and Empty Nitrous Oxide Canisters). Lot 2 - Transportation and Storage (Provision of Collection, Transportation and Storage Facilities for Full, Partially discharged, Nominally Empty and Empty Nitrous Oxide Canisters). Lot 3 - Collection, Transportation to Supplier Facility, of Partially discharged, Nominally empty Nitrous Oxide Canisters. Canisters are to be either: Degassing Canisters and where applicable valve removal. Disposal of Empty Canisters , or; Disposal by Incineration of Nitrous Oxide Gas and Canisters. Lot 4 - Collection, Transportation and Disposal of Empty Nitrous Oxide Canisters to generate revenue for user organisations.
