Summary of the contracting process

Wirral Council is in the planning stage of a public procurement process for its Choice, Independence and Community Living Framework, aimed at commissioning a varied range of services for adults in Wallasey, UK. This initiative, under the legal framework of the Procurement Act 2023, seeks to secure high-quality, community-focused services such as Supported Living, Day Opportunities, and Short Breaks to promote independence and strong community connections. A significant milestone in this process is the submission of a Soft Marketing Questionnaire by 9th June 2026, with potential follow-up discussions scheduled for 24th June 2026. Service providers are encouraged to participate in this upcoming tender process outlined on the Chest portal, with a contract period projected from 26th October 2026 to 25th October 2034.

This tender presents substantial opportunities for businesses, especially SMEs and VCSEs, within the health, social work, and broader community service sectors who are innovative and adaptable. By engaging in this procurement process, businesses can contribute to shaping flexible and inclusive support frameworks that address diverse local needs. Those offering services that innovate or expand traditional models, including technology-enabled solutions and customised care for complex needs, could particularly benefit from this tender, as it aligns with Wirral Council's strategic direction to modernise and enhance community services. Engaging with this initiative allows businesses not only to expand their market presence but also to influence the development of services promoting community integration and improved quality of life for service users.
