Summary of the contracting process

Wirral Council is currently in the planning stage of a procurement process titled "Community Based Day Opportunities for Adults 18+". This initiative falls under the health and social work services category, aimed at enhancing services in the UK region of UKD74. The focus is on exploring innovative and flexible models of day care to support independence and inclusion among adults with disabilities and those with other support needs. A preliminary market engagement notice, published on 4th November 2025, invites providers to participate in soft market testing due by 17th November 2025. The actual procurement phase is planned to commence on 1st April 2026, with the contract period starting from 1st October 2026 and ending on 30th September 2029. This process aligns with the requirements set forth by the Procurement Act 2023.

This tender presents a significant opportunity for businesses looking to expand in the health and social services sector, particularly those offering innovative solutions such as digital technology, community-based services, and personalised care for individuals with complex needs. The procurement method supports involvement from small and medium-sized enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs). Businesses with experience in employment, volunteering, and lifelong learning models will find this tender particularly relevant, as it seeks to promote comprehensive, community-integrated solutions that enhance overall service delivery. Engaging in this process could enable businesses to contribute to the modernisation of public services and potentially secure long-term contracts within the public sector.
