Summary of the contracting process

Wirral Council is procuring a health and social care services framework to provide adults in Wirral with flexible, inclusive support that promotes choice, independence, dignity and connection with local communities. The requirement is divided into four service areas: Care and Accommodation, covering supported living with care and accommodation-based support; Day Opportunities, including enablement and life-skills support, personalised community support, and specialist or intensive provision; Bed-Based Short Breaks, including residential respite, overnight support, emergency respite and crisis placements; and Non-Bed-Based Short Breaks, including support in people’s homes or communities, activity-based provision, shared days, evening and weekend support, and companion services. The framework is intended to create a diverse, high-quality and sustainable range of provision responsive to local need and the lived experiences of people drawing on care and support in Wirral.

This procurement has reached tender: Wirral Council invited offers through an open procedure for an open framework agreement, with contracts awarded with or without reopening competition. The enquiry deadline was 25 September 2026 at 12 noon, and the tender submission deadline is 5 October 2026 at 12 noon. The anticipated contract period for every lot is 1 February 2027 to 31 January 2035, with award decisions due by 1 December 2026. The estimated total value is £507,520,000 including tax. Lot values are £468,000,000 for Care and Accommodation, £34,400,000 for Day Opportunities, and £2,560,000 each for Bed-Based and Non-Bed-Based Short Breaks. Evaluation is quality-led, with social value included across all lots and price weighted between 5% and 30%, depending on the lot.

The opportunity suits providers of adult social care, supported living, accommodation-based support, day services, respite and community support. Suppliers should be able to deliver person-centred services that build independence, confidence, life skills and community participation, while adapting provision to people with varied and complex needs. Relevant operating capability includes residential or overnight support for bed-based short breaks, and flexible home, community, activity, evening, weekend or companion support for non-bed-based services. Providers will need to demonstrate service quality through cross-lot and lot-specific responses, and show how they will deliver social value. The Care and Accommodation lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, making it particularly relevant to smaller specialist providers and mission-led organisations with local delivery capacity.

The purpose of the Choice, Independence and Community Living Framework is to commission a diverse, high-quality and sustainable range of services that enable adults in Wirral to live with choice, independence and strong connections to their local communities. The framework will secure provision across Supported Living (Care and accommodation-based support), Day Opportunities and Short Breaks. It is intended to ensure that support is flexible, inclusive and responsive to local need, reflecting the diverse communities of Wirral and the lived experiences of people who draw on care and support.

Care and Accommodation

Care and Accommodation focuses on the commissioning and delivery of high-quality, person-centered accommodation and support options that enable individuals to live safe, meaningful and fulfilling lives with choice, independence and dignity.

Day Opportunities

The services covered within this specification align to the Day Opportunities element of the Framework and will include a range of types of Day Opportunities which will include: Enablement and Skills Support: Short-term, outcome-focused interventions that build independence, confidence and life skills Personalised Community: Based Support: Flexible, strengths-based support delivered in community settings Specialist and Intensive Day Opportunities: Support for individuals with more complex needs, including where building-based or specialist environments are required

Short Breaks- Bed Based

Bed-Based Short Break Services are short-term breaks that include overnight accommodation and support provided away from an individual's usual place of residence. This includes residential respite, supported living overnight arrangements, specialist short break units, emergency respite and crisis placements

Short Breaks- Non bed based

Non-Bed-Based Short Break Services are flexible support arrangements that do not include overnight accommodation and are delivered in an individual's home, local community or other non-residential setting. This includes home-based support, community-based short breaks, activity-based support, Shared Days, evening and weekend support, community companion support and other personalised short break arrangements designed to provide a break for carers while promoting independence, well-being and community participation.
