Summary of the contracting process

UK Research & Innovation (UKRI), for Innovate UK, procured research and related services from the Enterprise Research Centre. The scope covers rapid, state-of-the-art and substantive literature reviews; collaborative primary research; surveys and secure-database data matching; policy and evidence advice; teach-ins and other capacity development; round-tables and working groups; and subject-matter expertise, including advisory panel membership. It also provides access to the State of Small Business Britain conference, the Longitudinal Small Business Survey showcase, ERC publications and related research outputs, funders’ group panels, and the ERC network of innovative SMEs. This is a research and market research services requirement, delivered in the United Kingdom, with the University of Warwick as the selected supplier.

The procurement is complete and was awarded to the University of Warwick on 4 November 2025. It used a direct award, with the buyer stating that the supplier has a unique connection to the audience and that moving all sponsoring members to an alternative supplier is not possible. The award covers one lot and has a value of £300,000 excluding VAT (£360,000 including VAT). The awarded period runs from 18 November 2025 to 31 March 2028. A contract was signed on 30 March 2026, with the contract period recorded as 31 March 2026 to 31 March 2028, at the same value. The classification is market research services. The award was subject to a standstill period ending 13 November 2025.

This requirement indicates demand for a supplier combining applied research, policy analysis and strong links to innovative small and medium-sized businesses. A credible future competitor would need to produce concise evidence briefings as well as substantial literature reviews, design and deliver primary research, run surveys and match data securely, and translate findings into practical policy advice. Experience convening round-tables, working groups, teach-ins and funder networks would be important, alongside the ability to provide recognised subject-matter experts and advisory support. Relevant capability also includes maintaining a body of published research, organising collaborative events and offering access to a broad SME and research network. Suppliers would need to demonstrate a distinctive audience connection and the capacity to serve multiple public-sector sponsoring organisations.
