Summary of the contracting process

Greater Manchester Combined Authority, acting for Greater Manchester Police, procured a replacement forensics case management system. The requirement is for a single service provider to supply an integrated system covering all aspects of forensic case management. It will replace two standalone systems currently used to manage digital forensics and physical forensics workloads, bringing these activities into one solution. The work is an information technology service involving software, implementation, support and related consulting or development. Delivery is for Greater Manchester Police in Greater Manchester. The buying authority is the Greater Manchester Combined Authority, while the operational user is Greater Manchester Police. This is therefore relevant to suppliers of forensic information systems, case management platforms, software implementation and support services, particularly those able to combine digital and physical forensics functionality in one system.

The procurement is complete and a supplier has been selected through a single-lot open procedure. Four bids were received, with three reaching the final stage; all three final-stage bidders were SMEs. The tender submission deadline was 12 January 2026 at 12:00, and the award decision period ended on 30 April 2026. Evaluation weighted quality at 70% and price at 30%. The estimated value was £5,000,000 excluding VAT and £5,875,000 including VAT. Redline Discovery Ltd was selected on 19 August 2026 for an award worth £1,200,000 excluding VAT and £1,440,000 including VAT. The awarded contract period is 1 October 2026 to 30 September 2030, with renewal options of two years plus one year, extending to 30 September 2033. A scheduled signature date was 1 September 2026.

This procurement demonstrates a defined requirement from Greater Manchester Police for an integrated forensic case management platform rather than separate digital and physical forensics systems. A credible competitor for a future requirement would need to show that it can provide one service covering the full forensic case management process, together with the software, implementation, support and related IT expertise needed for operational use. The strong quality weighting indicates that functional fit, service capability and delivery approach matter substantially alongside price. The procurement was suitable for SMEs and attracted three SME bidders at the final stage, suggesting that specialist smaller providers can compete where they can demonstrate the necessary product capability and delivery capacity. Experience serving forensic, policing or similarly controlled operational environments would strengthen a supplier’s position.
