Summary of the contracting process

The procurement process involves Lisburn & Castlereagh City Council (LCCC) facilitating a Food and Drink Programme, which falls under services in the catering industry. This programme is located in the region of UKN0E and has reached the contract award stage, with the award date being 4th November 2025. The process employed a limited procurement method, negotiated without publishing a contract notice, to address the need for additional food markets, expanding the existing programme contract value by 15%. The contract spans from May 2024 to March 2025, with provisions for a potential two-year extension.

This expanded programme presents a substantial opportunity for growth, particularly for small and medium enterprises (SMEs) within the catering and hospitality sectors. It offers a platform for businesses like Babble Belfast—already awarded as the supplier—to engage in additional deliveries. The negotiated procurement method under direct conditions allows businesses capable of meeting the specified requirements and adapting to unforeseen circumstances to thrive. Businesses positioned to supply catering services and those flexible enough to handle additional market facilitation will find this tender advantageous.
