Summary of the contracting process

Stockton-on-Tees Borough Council has established a framework for supported and temporary accommodation and related support services in Stockton-on-Tees. It covers seven service areas: solo accommodation with on-site support, shared accommodation with on-site support, dispersed accommodation for people aged 16 and over, care-leaver accommodation and floating support for children and young people; and temporary accommodation and supported accommodation for adults and families. The framework is intended to meet accommodation and support needs across these groups, with service placements arranged under the relevant area. Suppliers may therefore be relevant if they provide suitable accommodation, housing support or care and support services for children, young people, adults or families.

The procurement has been awarded following an open procedure. The framework awards, dated 23 October 2026, appoint multiple providers across all seven service areas; each lot has an estimated value of £75 million excluding VAT (£90 million including VAT). The contract periods run from early November 2026 to late October or early November 2034, with slightly different start and end dates by lot. Framework places were assessed through pass/fail questions, including registration, organisational status and relevant licensing. The framework allows the Council to place work directly in specified continuity-of-care, purpose-built accommodation or individual-placement circumstances, or run a mini-competition among appointed providers. Individual placements are assessed for accommodation suitability, ability to meet assessed needs, safeguarding and risk management, outcomes, location and accessibility, and value for money.

This award shows sustained demand from Stockton-on-Tees Borough Council for accommodation linked to support, spanning children and young people through to adults and families. The framework is suited to providers able to offer appropriate local accommodation and deliver tailored support, including safeguarding and risk management, continuity of care and outcomes for individual service users. Credible suppliers need to meet the applicable registration and licensing requirements: Ofsted registration is identified for the first three children and young people service areas, while licensing and organisational-status checks apply across other areas. The breadth of appointed providers, from specialist accommodation businesses to housing associations and charities, indicates that more than one organisational model can qualify. Providers should be able to evidence suitable properties, support capacity and the ability to respond to individual assessed needs or compete for call-off work.
