Summary of the contracting process

Stockton-on-Tees Borough Council is procuring social work and related accommodation services for children, young people, adults and families through an open framework. The scope covers seven service areas: solo accommodation with on-site support; shared accommodation with on-site support; dispersed accommodation for people aged 16 and over; accommodation for care leavers; floating support; temporary accommodation for adults and families with non-complex needs; and supported accommodation for adults and families with complex needs who need help to achieve independent living. Support must be flexible and aligned with assessed needs. The framework also covers accommodation and support for young people transitioning to independence, including placements where support is available on a regular basis or for up to 24 hours a day.

The process has reached tender: the Council invited offers through an open procedure for an open framework. It is divided into seven lots, each valued at £75,000,000 excluding VAT and £90,000,000 including VAT; these are individual lot values, not a combined total. The framework is scheduled to run from 1 October 2026 to 30 September 2034, with renewal available. Questions had to be submitted by 1 September 2026 at 23:59, and tenders by 7 September 2026 at 12:00 noon. Offers had to be submitted electronically through the OPEN system in English. Places on the framework are assessed through pass/fail questions, including quality checks on Ofsted registration, organisational status and required licences. A mini-competition may later assess quality and price.

This opportunity suits accommodation providers, supported housing organisations, social care providers and voluntary, community or social enterprises able to deliver one or more of the seven service models. Relevant suppliers will need suitable accommodation, safe placement and tenancy arrangements, and the ability to provide support matched to assessed needs, risk and desired outcomes. Providers serving children and young people should be prepared to demonstrate the applicable Ofsted registration status. Providers of care leaver, temporary or supported accommodation should hold the relevant organisational status and licensing. The requirement also suits smaller businesses, as every lot is identified as suitable for SMEs and VCSEs. Suppliers need the operational capacity to provide flexible support, including on-site, floating or individual-placement support, and to manage safeguarding and complex needs where required.

Lot Information

Solo accommodation with on-site support (Children and Young People)

The accommodation will be designed for the sole use of the young person placed there, or for the young person and others that may live as part of their family unit, for example, their partner, sibling and children. The support provided will be flexible to meet the needs of young people and will be aligned to their assessment. Support will be expected to be tailor

Shared accommodation with on-site support (Children and Young People)

Young people will have their own bedroom, may have their own bathroom, may share communal areas. There will be support on site available 24 hours per day with flexibility to offer direct l 1:1 support for each young person.

Lot 3 - Dispersed accommodation (16+) (Children and Young People)

This accommodation will be designed to support young people who do not need 24-hour on-site support but have support available to them on a regular basis. Support provided will be flexible to meet the needs of young people in line with their assessed need

Care Leavers accommodation (Children and Young People)

This accommodation will be designed to support Care Leavers who can be supported under this model.

Floating support (Children and Young People)

Service Providers will provide support to eligible young people residing in property owned or rented by either themselves or the Council. Support will be time limited for young people transitioning to independence.

Temporary Accommodation (Adults & Families)

The accommodation required under this lot is temporary accommodation units for individuals and families identified as having non-complex needs.

Supported Accommodation (Adults & Families)

The accommodation required is supported accommodation for individuals/couples identified as having complex needs and who need support to achieve independent living.
