The work covers Preliminary Ecological Appraisals, biodiversity baseline surveys using the statutory biodiversity metric, Biodiversity Net Gain statements, protected species and habitat surveys, invasive and injurious species surveys, Ecological Clerk of Works services, Ecological Impact Assessments, and arboricultural feasibility surveys, impact assessments and method statements. Suppliers may also obtain protected species licences for TfL and provide inspection and ecological data in GIS-compatible formats, with data returned to TfL and Greenspace Information for Greater London. Works such as vegetation clearance or treatment are outside scope. Delivery is across TfL infrastructure in the United Kingdom.

The procurement has reached tender: TfL invited offers through an open competitive flexible procedure managed on SAP Ariba. The tender deadline was 1 November 2026 at 23:59 UTC, and the stated award decision date was 20 November 2026 at 23:59 UTC. The framework is valued at £500,000 gross and is due to run from 1 December 2026 to 30 November 2029, with a possible extension of up to one year. It is a single-lot framework, with further competitions awarded with or without reopening competition. Evaluation is based on technical quality 35%, commercial pricing 30%, survey, inspection and data assurance 15%, safety, health and environment 10%, and social value 10%.

This opportunity suits SMEs, voluntary, community and social enterprises, as well as established environmental consultancies and specialist ecological contractors. Strong candidates will combine ecological survey and advisory capability with arboricultural expertise, including experience of protected species, habitats, biodiversity measurement, Biodiversity Net Gain, ecological impact assessment and working to BS 5837:2012 or its latest equivalent. Required credentials include appropriate professional memberships such as the Chartered Institute of Ecology and Environmental Management or Arboricultural Association, relevant qualifications and protected species licences. Suppliers must be able to produce reliable GIS-compatible data and provide TfL with full access to, and ownership of, collected inspection and ecological information. Track-environment work requires operatives with London Underground certifications, including a Sentinel Card with ICI-LUL endorsement.
