Summary of the contracting process

Tyne and Wear Passenger Transport Executive, trading as Nexus, is seeking qualified legal advisors to assist in its MetroGo project, which seeks to upgrade the signalling system of the Tyne and Wear Metro Network. This opportunity, labelled "Metro Go Legal Services" under tender ID NEX25/56, is within the services industry category specifically focusing on legal services (CPV code 79100000). Nexus, located in Newcastle upon Tyne, intends to award this contract through an open procurement method featuring a competitive, multi-stage procedure, starting with a Procurement Specific Questionnaire followed by an Invitation to Tender. The contract term extends for 84 months with a potential 36-month extension, expected to begin on 20 April 2026. The procurement stage is currently active, and the tender period is set to close by 27 February 2026, with the awarding anticipated by 20 April 2026.

This tender represents a substantial opportunity for firms specialising in legal services within the rail and transport sectors. The scope includes providing strategic advice to Nexus during the planning and implementation phases of the MetroGo project, which involves the construction of a new control centre and integration of a new signalling system across the network. Ideal candidates will possess significant industry experience, particularly in infrastructure technology renewal, and will have the capability to manage complex legal and commercial risks associated with large-scale public transport projects. As the project carries an estimated value of £4.3 million, this engagement not only promises a significant long-term partnership with a leading public transport authority but also positions the selected firm to influence pivotal aspects of Tyne and Wear's transport infrastructure, potentially opening further business avenues in related projects.
