Summary of the contracting process

The Defence Infrastructure Organisation (DIO), working with the London Borough of Hounslow and the Greater London Authority, seeks a development partner to redevelop the former MOD Feltham Barracks site in Feltham, London. The intended scheme is mixed-tenure housing. Under a development agreement, the partner will secure detailed planning permission, fund and deliver development in line with landowner requirements; DIO will provide vacant possession to an agreed programme. The opportunity covers residential property development and associated construction, as well as the potential sale of residential and non-residential property. The site is being brought forward both to support delivery of housing and to generate funds for the UK Defence budget.

The buyer invited offers through a competitive flexible procedure. Suppliers first submit a participation questionnaire; after evaluation, DIO may shortlist and invite tenders, with a shortlist of one to four candidates. The authority may seek clarifications, hold dialogue and refine requirements before final tenders. The deadline for enquiries was 20 November 2026 at 23:59; expressions of interest were due by 3 December 2026 at 23:59. The stated evaluation weighting is 70% non-cost criteria and 30% cost. The estimated contract period runs from 1 September 2027 to 1 September 2032. The estimated value is £475 million excluding VAT (£570 million including VAT). The tender is organised as one lot.

This opportunity is suited to developers able to deliver a large, residential-led masterplan in Feltham, including securing detailed planning consent and arranging the funding and construction of a mixed-tenure housing scheme. Suppliers will need to work within landowner parameters and coordinate with DIO, Hounslow Council and the Greater London Authority. The procurement’s initial participation stage and possible shortlist make relevant development capability and evidence of delivering comparable schemes important. Earlier engagement sought input from registered providers on commercial structure, masterplanning, site value, housing mix, delivery acceleration and the competition process; registered-provider status was specified for that engagement. The tender description does not establish that this status is a participation requirement for the competition itself.

MOD Feltham Development Agreement

Notice Description

The Defence Infrastructure Organisation (DIO), in partnership with the London Borough of Hounslow (LBH) and the Greater London Authority (GLA), will be launching a competition to secure a development partner for the re-development of the MOD Feltham Barracks site. The DIO, LBH and GLA have recently entered into a Collaboration Agreement that promotes joint working between the parties to enable the successful redevelopment of the Site. Originally a War Office depot, it became known for its military intelligence facilities. The site is earmarked for closure and the DIO are working the LBH and the GLA to bring forward the site for a mixed-tenure residential development. The site is key for two national government priorities: 1. The site is part of a programme to deliver capital receipts for the operational UK Defence budget in line with government priorities for UK security. 2. The site is part of the DIO's 'Trailblazer' portfolio intended to accelerate and maximise housing delivery in line with government priorities for housebuilding. The DIO proposes to enter into a Development Agreement with a developer and transfer the site on satisfaction of conditions. The developer will be responsible for securing detailed planning consent; funding and delivering the scheme in accordance with a number of landowner parameters. The DIO will be responsible for providing vacant possession in accordance with an agreed programme.
