Summary of the contracting process

Historic England is the organisation responsible for the procurement process titled "Multi Criteria Decision Analysis Stage 2 - Adaptation of historic buildings and structures to coastal erosion - UID 132". This tender, situated within the UKK14 region of Swindon, focuses on architectural and engineering services relevant to adapting historic buildings threatened by coastal erosion, under the public authority sub-central government classification. Initially active, the procurement has now reached the tender cancellation stage as of 11th December 2025, due to non-compliant bids. The process initially aimed for completion by 5th December 2025, under an open and competitive procurement method with an emphasis on quality (85%) and price (15%) for evaluation criteria.

This tender presents substantial business opportunities, particularly for consultancy services specialising in architectural, structural, environmental, and urban planning domains. The strategic focus on heritage preservation aligned with climate adaptation policies offers significant growth scope for firms capable of delivering innovative solutions. With a contract value of up to £72,000, businesses engaged in research, development, or with expertise in coastal and climate-related challenges stand well-positioned to thrive under a reissued tender expected in 2026. This presents an opportunity for companies to capitalise on emerging demands in the heritage and environmental sectors driven by legislative and climate imperatives.

Notice Title

Multi Criteria Decision Analysis Stage 2 - Adaptation of historic buildings and structures to coastal erosion - UID 132

Notice Description

This project seeks to build on research undertaken by Historic England and others, to establish an effective technical framework for historic built assets excluding archaeological remains, landscapes and wrecks. It will offer solutions and identify opportunities for the heritage sector when considering the impact planning policy and climate change impacts have on approaches to specific historic buildings and structures. This project also seeks to support those working in the heritage sector to assess and analyse decisions for change, whilst considering the economic and carbon [variable] impacts these choices may have. Multi criteria decision analysis (MCDA) is a recognised methodology used within wider government to help decision-makers rationally choose between multiple options where there are several conflicting objectives.
