Summary of the contracting process

Manchester City Council is seeking bids for a five-year contract to provide supported accommodation for asylum-seeking children aged 16 and above. The procurement process, currently at the tender stage, requires providers to demonstrate expertise in emergency and long-term placements until the immigration status of the children is resolved. The contract involves a block purchase of up to 55 units with an estimated gross value of £7,236,000. The procurement method is an open procedure and submissions must be completed via the e-business portal, the Chest, by 4pm on 9th March 2026. Queries can be submitted until 2nd March 2026. Providers will need to ensure they meet the quality, price, social value, and environmental criteria outlined in the tender documentation. The contract is categorised under social work services with accommodation and is located in Manchester.

This tender presents significant growth opportunities for businesses specialising in social services with accommodation, particularly those with prior experience and expertise in handling similar contracts. Providers who are registered and have a favourable Ofsted inspection rating, or can demonstrate potential for quality care, stand a better chance in competing for this contract. Organisations that are committed to social value and environmental considerations, along with small and medium enterprises (SMEs) and voluntary community and social enterprises (VCSEs), are encouraged to participate. The contract will not only provide sustained business but also contribute to social impacts and support within the community by catering to the needs of unaccompanied asylum-seeking children. This procurement is ideal for businesses looking to expand their service offerings in the social care sector.
