Summary of the contracting process

The London Borough of Havering has commenced the planning stage of a procurement process titled "Alternative Provision Framework - Market Engagement" under the services category of health and social work. This initiative aims to establish a framework to procure and manage Alternative Provision services, encouraging a more competitive market with enhanced value outcomes. The planning includes a network meeting scheduled for 26th November 2025 to engage with alternative providers. Expressions of interest are welcomed until 12th December 2025. Located in Romford, the London Borough of Havering serves as the contracting authority, seeking to implement this framework across the UK region.

This procurement presents a significant opportunity for SMEs and VCSEs specializing in health and social work services to join a framework agreement, potentially leading to long-term contracts starting from 1st September 2026 and extending up to 2033. The framework ensures that all participating businesses undergo a quality assurance process, promoting transparency and competitiveness. Businesses adept in providing specialised services tailored to the needs of local authorities could benefit from this initiative, leading to growth through consistent work and the potential for service expansion. The informal market engagement phase offers businesses an initial stepping stone to understand expectations and communicate their capabilities.
