Summary of the contracting process

Sheffield City Council is inviting providers to a Market Engagement Event aimed at exploring opportunities for the recommissioning of housing-related support services for individuals experiencing multiple disadvantages in Sheffield. This planning phase is part of an initiative to redesign and deliver an integrated service model, transitioning from five separate contracts into one cohesive, person-centred programme through an Alliance Contract. Scheduled for 9th December 2025, this event will take place online via Microsoft Teams. The services fall within the 'Health and social work services' and 'Housing services' industry categories, with the planned service delivery to commence in April 2027 across Sheffield (UKE32 region). Potential participants must express their interest by contacting Adam Elwis from the council.

This tender provides substantial opportunities for growth, particularly for organisations involved in housing support, mental health, substance use, domestic abuse, or criminal justice services. With a gross budget of £18,000,000 set aside for the project, there is significant potential for business expansion through collaborative service delivery. The procurement is well-suited for small and medium-sized enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs). The move towards an Alliance Contract invites providers to collaborate, innovate, and share in the governance and risk management of the project, offering a refreshing opportunity for businesses willing to form or join consortia to deliver comprehensive, city-wide support services.
