Summary of the contracting process

Luton Council, a public authority within the sub-central government sector, recently concluded a procurement process for a contract titled "BT1811 - Historic Environment Study". This tender, falling under the industry category of Research and Development Services and Related Consultancy Services, sought the development of detailed appraisals for Luton’s conservation areas to support a new Local Plan. The procurement, classified as a services category, was conducted using a limited method under a below-threshold competition framework. The process progressed to the award stage on 14 November 2025 and involved activities located within the UKH21 region, encompassing Luton in the United Kingdom. The contract was awarded and signed on 7 November 2025 and is set to be actively executed from 8 November 2025 through to 23 October 2026.

The Historic Environment Study contract presents a growth opportunity for companies specialising in archaeological and historical research consultancy. Businesses with expertise in conducting assessments and management plans for conservation areas would find this type of project particularly beneficial to their portfolio. Given the limited competition procurement method employed, companies that can offer niche, high-quality consultancy services in the assessment and management of historic sites will be well-positioned to compete in such opportunities. The successful bidder, Field Archaeology Specialists Limited, exemplifies the kind of large-scale, seasoned industry players that can significantly benefit from such contracts, reinforcing their presence in the public sector consultancy space.

Notice Title

BT1811 - Historic Environment Study

Notice Description

The council requires the production of a Historic Environment Study as evidence to support the new Local Plan. A Conservation Area Appraisal and a Management Plan were adopted for Plaiter's Lea in 2020. These documents along with the Historic Area Assessment published by Historic England in 2011 provide an assessment of the character of the conservation area and general recommendations for improvement. Detailed appraisals are therefore required that assess the current conditions within all of Luton's five conservation areas, which can support the development of strategies and polices in the new Local Plan. It is likely that the council will also require Conservation Area Management Plans to be produced, however, this will be reviewed once tenders have been received and confirmed before the award.
