Summary of the contracting process

Cumberland Council, a sub-central public authority based in Carlisle, is currently in the tender stage for a framework agreement concerning the "Port of Workington Dredging Maintenance Works". This project falls under the 'works' industry category and aims to secure maintenance dredging services at the municipal Port of Workington, Cumbria. The open competition tender process is seeking to establish a framework with up to ten participants through mini-competitions. The final submissions are due by 12th December 2025, with the contract period running from 1st February 2026 to 31st January 2030. The framework is valued at £1,280,000 and focuses on delivering services via trailing suction hopper dredgers and other mechanical marine plants, highlighting its significance for contractors specialising in dredging and pumping works.

This tender represents a substantial opportunity for businesses, particularly small to medium enterprises (SMEs), with expertise in marine construction and maintenance to engage in competitive bidding. The framework agreement facilitates growth by allowing businesses to participate in mini-competitions based on their pricing and proposed work programme capabilities. Companies with robust health and safety practices, environmental management systems, and experience in dredging operations will be well-placed to compete. With the criteria weighted at 80% for technical expertise and 20% for pricing, this tender is ideal for firms prioritising expertise in programme execution and environmental considerations, offering a strong platform for business expansion in the public sector.
