Swindon Borough Council is seeking a contractor to replace windows and doors in its tenanted residential properties across the Borough of Swindon. The works cover the supply and installation of uPVC windows and composite doors that meet current building requirements for thermal efficiency, fire escape and ventilation. The contractor is expected to provide an end-to-end service, including surveying and design, supply, installation, health and safety management, tenant engagement, administration and compliance with construction design and management requirements. This is a housing refurbishment works contract, combining product supply with installation across the council’s residential stock.

The procurement is a single package, with price weighted at 60%; quality accounts for 40%, covering mobilisation (10%), technical quality and installation methodology (5%), health, safety and risk management (5%), resident experience and communication (5%), key performance indicators (5%) and social value (10%). Clarification questions were due by 30 November 2026 at 15:00 UK time, and tender responses by 7 December 2026 at 15:00 UK time. The initial contract period is 1 June 2027 to 31 May 2029, with two optional extensions of 24 months each, potentially taking it to 31 May 2033. Estimated spend is £9.9m–£9.94m excluding VAT for the initial term, and £29.7m–£29.82m excluding VAT over the full term.

The requirement is suited to an experienced window and door contractor able to manage a substantial residential replacement programme from survey and design through installation. Suppliers will need to demonstrate technical competence in fitting uPVC windows and composite doors that meet building requirements for thermal performance, fire escape and ventilation. The delivery model also calls for effective mobilisation, safe working and risk control, tenant communication and engagement, and administration and construction design and management compliance throughout the works. Bids are assessed on these capabilities as well as price, performance management and social value, so suppliers with strong installation methods and a proven approach to resident-facing work will be well placed to compete.

Swindon Borough Council are looking to engage with an experienced contractor for the supply and installation of UPVC windows and composite doors that will adhere to new Building Regulation requirements for thermal efficiency / fire escape and ventilation The contract will be for a period of 2 Years with optional 2 year + 2 year extension periods and is estimated to commence 1st June 2027. Estimated contract spend is between PS9,900,000.00 - PS9,940,000.00 ex vat across the initial 2 year term and PS29,700,000.00 - PS29,820,000.00 ex vat across the full 6 year term. Full details relating to the services are provided in the tender documents. UPVC WINDOW AND DOOR REPLACEMENT CONTRACT 2026 2027 Introduction Swindon Borough Council invites you to contribute to preliminary market engagement in relation to the replacement of windows and doors across residential properties within the Borough of Swindon and would therefore welcome the views of suppliers on the questions set out in the questionnaire Responses to this questionnaire will be used solely for this pre-tender exercise and any responses will not be referred to during the tender evaluation. To this end, tender-style responses to this questionnaire are not necessary - the intention is to invite supplier feedback on the options, to help shape the final specification and commercial model to ensure the tender delivers the optimum outcomes for the Council. The Council intends on tendering a package of works in relation to the replacement of windows and doors within its tenanted residential stock across the Borough of Swindon. It will be the contractor’s responsibility to carry out an end to end service, from survey/design, supply and installation. This will include all relevant health and safety management, tenant engagement, administration and CDM compliance for the duration of the proposed works The purpose of this preliminary market engagement is to gain market insight into the following aspects of the project: - • Market Interest • Contract/Project Length. • Capacity • Specification • Efficiencies To participate in the Preliminary Market Engagement, Suppliers will need to Register as a Supplier with ProContract, www.supplyingthesouthwest.org.uk, then Register an Interest before obtaining access to the PME documents.
