Summary of the contracting process

The University of East Anglia procured flexible electricity and mains gas supply agreements, covering the University’s energy requirements at its Norwich Research Park site in Norwich. The procurement was managed on the University’s behalf by Inspired Ltd, an energy consultancy. It was divided into two requirements: electricity and mains gas. The goods fall within the energy supply category, including electricity, gas and related fuel sources. The arrangements are intended to provide the University with flexible procurement and supply rather than consultancy, construction or energy-efficiency works. The University sought up to two providers across the two requirements, with electricity and gas treated as separate areas of supply.

The procurement is complete and has progressed to signed contract stage. It used an above-threshold open procedure, with each lot evaluated separately on price. Total estimated procurement value was £25,000,000 excluding VAT and £30,000,000 including VAT. The electricity lot was awarded to TotalEnergies Gas & Power Limited and SEFE Energy for £10,000,000 gross, with the award dated 18 March 2026. The gas lot was awarded to SEFE Energy for £5,000,000 gross on the same date. The contract was signed on 14 May 2026. The contract period is 1 October 2026 to 30 September 2028, with two 12-month extension options to 1 October 2030. The signed contract value is £20,000,000 gross.

This requirement demonstrates demand from a large university for suppliers able to provide flexible electricity and mains gas procurement at institutional scale. Credible competitors would need to be Ofgem-registered energy suppliers with the capacity to serve both or either energy market, manage flexible purchasing and support accurate, reliable billing. The contract measures also point to the operational capability expected: resolving routine queries within one billing cycle, resolving complaints within 20 working days, issuing bills or billing files to agreed contacts and timescales, and using available meter-read sources to improve billing accuracy. Suppliers would also need to deliver the social-value commitments set out in the tender documentation. The award pattern shows that a supplier may compete for one requirement rather than both, but lot-specific capability remains important.
