Summary of the contracting process

Liverpool City Region Combined Authority commissioned supported employment services under the Supported Employment Quality Framework (SEQF) element of the Connect to Work Programme. The requirement covers employment support for participants across all six local authority areas in the Liverpool City Region. The commissioned provider delivers the SEQF service, while Individual Placement and Support (IPS) is delivered separately by Combined Authority and local authority staff. The programme is expected to support approximately 1,000 participants a year at peak delivery. The BUSY Group was awarded the contract on 6 July 2026 for £11,492,900 excluding VAT and £13,791,480 including VAT. The award period ended on 20 July 2026, and the contract was signed on 4 August 2026. The active contract runs from 4 August 2026 to 3 August 2029, with a possible extension to 2 August 2032, subject to funding and performance. The stated three-year extension option is valued at £5,296,000, following an initial three-year value of £6,196,900.

This award shows that Liverpool City Region Combined Authority is seeking a provider able to deliver supported employment across multiple local authority areas and manage substantial participant volumes. A credible competitor would need experience of employment support for unemployed and in-work participants, participant registration and eligibility assessment, sustained engagement, and helping people move into paid employment. The service requires outcomes that can be evidenced through HMRC PAYE Real Time Earnings data. Suppliers would also need to monitor registrations, participation and job outcomes at regular intervals, and maintain performance reporting. The contract includes fidelity assessment requirements, so recognised Supported Employment or Individual Placement and Support delivery capability, quality assurance and the ability to achieve accredited or good model fidelity would be important.

Notice Description

The Connect to Work Programme is expected to implement 2 delivery models for support employment support, one through IPS (Individual Placement Support) which will be delivered in house through CA and LA staff, but the LCRCA intends to commission the SEQF (Supported Employment Quality Framework) element of Connect to Work. At peak delivery this will be approximately 1,000 participants per annum across all 6 local authority areas of the city region. It is anticipated that one provider will be able to fulfil this need in terms of volumes and geographical coverage, but this will not be fully understood until the conclusion of the procurement process. Please note we don't have our cost centre set up yet with budget codes, it is in the process of being set up and we have a meeting with finance this week to discuss.

Lot 1

Renewal: The extension is subject to funding and suppliers delivery performance. The initial contract term is for 3 years. However there is a potential to extend the contract for a further three years if additional funding is secured. The estimated value of the contract is PS6,196,900 for a period of three years. The contractor will have targets for registrations in year one and year two with the third year spent provide ongoing support to participants who joined the programme during the second year i.e. up to 12 months for unemployed people and up to 4 months for people in work. Subject to funding approval and the contractor's performance, the SEQF contract may be extended for a further three years of delivery. If an extension is approved the value will be PS5,296,000, there will be targets for registrations in year three and year four with year five spent providing ongoing support to participants who joined the programme during the fourth year i.e. up to 12 months for unemployed people and up to 4 months for people in work
