Summary of the contracting process

The Foreign, Commonwealth and Development Office (FCDO) is undertaking an active procurement process titled the "UK-Nigeria Growth Programme," aimed at accelerating mutual economic growth through private sector development. This initiative focuses on transforming the Nigerian economy via investment and trade, targeting high-potential non-oil sectors and enhancing the business environment. The procurement falls under the services category, specifically foreign economic-aid-related services. Set in Nigeria, the tender is currently open under an open procedure, allowing for electronic submissions in English. Key deadlines include the enquiry period ending on 21 May 2026, the tender period concluding on 28 May 2026, and the award period ending on 24 August 2026. The contract value is £18,000,000 GBP, with potential renewals if performance and budget permit, extending the value up to £8 million more or the contract period to August 2031.

This tender presents significant business growth opportunities, particularly for enterprises skilled in foreign economic-aid-related services. Businesses that are SMEs, VCSEs, or those with the capacity to operate within Nigeria’s evolving market conditions will find this project advantageous. Participation requires quality and cost-effective tenders, with award criteria balanced at 70% for quality and 30% for cost. The programme is designed to support Nigeria’s integration into global value chains, thus businesses experienced in infrastructure development, trade facilitation, or consulting services might be particularly suited. With the potential for contract renewals based on performance, it offers sustained engagement and development prospects for successful bidders.

Notice Title

UK-Nigeria Growth Programme

Notice Description

The programme aims to accelerate UK-Nigeria mutual economic growth by unlocking opportunities for private sector development. It will drive Nigeria's economic transformation through investment and trade to generate jobs through two pathways: (i) facilitating immediate direct private investment and trade in high-potential non-oil sectors capitalising on existing opportunities, and (ii) strengthening the enabling environment by improving Nigeria's business environment and investment conditions to support greater more sustainable business growth. These efforts will support Nigeria's structural change and deeper integration into regional and global value chains, laying the foundation for diversified, sustainable and transformative growth, with benefits that are broad-based.
