Summary of the contracting process

South Oxfordshire District Council commissioned remedial repair works to the Grade II listed eastern retaining boundary wall at St Mary’s Closed Churchyard, Henley-on-Thames. The wall forms the boundary with the Relais Hotel and is approximately 22 metres long and 4.3 metres tall, with a retained height of 3.1 metres. The works address structural problems caused by age, load retention and tree-root penetration. They include partial demolition and reinstatement of a brick planter, concrete foundation pads and four buttresses; replacement of loose mortar, brick and flint; removal of medieval timber beams with brick and flint infill; localised repointing on both sides; and partial rebuilding of the wall coping. Most work is carried out from the Relais Hotel courtyard, with some access from the churchyard side. This is heritage building work involving historic masonry and a religious site.

The procurement is complete and the contract was awarded to D R Jones Yeovil Ltd. The below-threshold open competition had one lot and used quality, carbon reduction and energy efficiency, and price as its evaluation basis: 35%, 5% and 60% respectively. The tender submission deadline was 20 January 2026 at 5pm. The estimated lot value was £74,000 excluding VAT (£88,800 including VAT). The contract was signed on 15 July 2026 and has a value of £53,990 excluding VAT (£64,788 including VAT). Its contractual period runs from 15 July 2026 to 31 December 2026. The lot was marked suitable for small and medium-sized enterprises, and electronic submission was allowed. The council’s procurement process used the Proactis e-procurement system.

This award demonstrates demand from South Oxfordshire District Council for specialist repair of listed and historic structures, particularly brick-and-flint boundary walls associated with religious or architecturally significant sites. A credible competitor for a future requirement of this kind would need building-contractor capability in structural remedial works, reinforcement, localised demolition and reinstatement, foundation-pad installation, masonry replacement and sensitive repointing. Experience working with Grade II listed structures and heritage conservation methods would be important, including the ability to handle historic brick, flint, timber and traditional coping materials without compromising the character of the asset. Practical competence in constrained sites is also relevant, since delivery involved working mainly from an adjoining hotel courtyard and coordinating activity on both sides of a boundary wall. Heritage construction accreditation such as SPAB, IHBC or NFB Heritage Approved Contractor status would strengthen a supplier’s credibility.

Notice Title

Remedial Repair Works to Eastern Boundary Wall at St Mary's Closed Churchyard, Henley

Notice Description

South Oxfordshire District Council require a building Contractor, experienced in works to historic or listed structures, to carry out remedial repairs, reinforcement and localised re-pointing works to the eastern retaining boundary wall at St Mary's Churchyard, Henley-on-Thames. The wall is developing structural issues as a result of age, load retention and tree root penetration. The wall forms the boundary between the churchyard and the Relais Hotel, to the east of the churchyard. The wall is approximately 22m long and 4.3m tall along its length, with a retained height of 3.1m. The height of the wall above the level of the ground in the churchyard, is approximately 1.2m. The wall is predominantly constructed of brick and flint media, with some infill timber and brick panels, with a plain tile and brick coping. The wall is Grade II listed. Contractors with demonstrable experience in carrying out heritage works, those experienced in brick and flint restoration, or those who carry a relevant heritage construction accreditation (i.e. S.P.A.B, IHBC, NFB Heritage Approved Contractor), are encouraged to tender for this opportunity. The majority of the works need to be carried out from the courtyard of the Relais Hotel, which abuts the western elevation of the wall. The remedial works briefly entail: Partial demolition (and reinstatement) of brick planter to enable installation of concrete foundation pads and 4no. buttresses Replacement of loose, blown mortar, brick and flint Removal of medieval wooden beams, infilling with brick / flint Localised repointing works to both sides of the wall Partial demolition and reinstatement of a small section of the top of the wall, from the churchyard side
