Summary of the contracting process

The Forestry Commission procured mineral consultancy services for Forestry England’s estate across England. The work supports the development and management of commercial mineral opportunities while balancing timber production, conservation, environmental interests and local community needs. One lot covered all services, and the framework uses hourly rates, work-order fee estimates or agreed fixed fees accepted before work starts. Evaluation weighted pricing at 35%, firm expertise and capability at 15%, individual expertise at 20%, resource and capacity at 5%, framework management at 10%, administrative management and business improvement at 5%, and sustainability and social value at 10%.

This requirement demonstrates demand for a supplier able to provide a broad, integrated mineral consultancy service across a large and varied forestry estate. A credible competitor would need Chartered mineral surveyors and demonstrable expertise in estate management, mineral and waste-site valuation, commercial advice, geotechnical surveying and quarry management. The evaluation shows that technical capability must be supported by suitably experienced individuals, sufficient resource and capacity, and effective administration of multiple work orders. Suppliers would also need robust framework-management processes, reliable quotation and reporting arrangements, and the ability to monitor delivery against agreed fees and timescales. Sustainability and social value matter alongside price, so firms should be able to show how their advice supports conservation, environmental objectives and stakeholders while maintaining commercially effective mineral operations.

Forestry England have explored and managed mineral operations on the nations forest since it was established and wish to continue to develop commercial mineral opportunities across the estate. This must be undertaken in reasonable balance with wider objectives including the production of timber and the interests of conservation and the environment. In promoting the multiple benefits of forestry, we also seek to take careful account of the needs and wishes of stakeholders, including local communities. This framework covers the whole of England. We currently have more than 40 sites in England, made up of a combination of operational sites worked by Tenants, sites worked under leasehold reservation by Landlords, sites used for landfill and 23 in house quarries. As an increasingly specialised industry, we recognise the need to procure competent professional counsel to aid us in the successful management of these sites.
