Surface Treatments Partnership
Notice Description
Via East Midlands delivers sustainable highways services across the East Midlands and operates as a wholly owned subsidiary of Nottinghamshire County Council. Via East Midlands holds several existing framework agreements for highway surfacing, surface treatments, and civil engineering delivery, which are nearing completion. The scope of these contracts involves high-profile aspects of highway service delivery that are of considerable public importance and are vital to delivering for the people of Nottinghamshire. Via East Midlands plans to establish a new supplier contract for surface treatments with a supplier, as part of a new Surface Treatments Partnership. The new contract will include three-year agreements with two possible one-year extensions, following an NEC4 Term Services arrangement. Via East Midlands is seeking to collaborate with a surface treatments contractor that delivers technical excellence, efficiency, and cooperative behaviour across surface treatment work, including carriageway surface dressing, micro-asphalt, in-situ recycling, ironwork adjustment, and related work, such as road marking and road studs. The new Surface Treatments Partnership Contract will encourage a more strategic and collaborative approach to highway service delivery and value for money. This strategy will promote increased joint engagement, support Early Contractor Involvement, and enable a low-carbon circular economy operating model. The new contract will require contractors to possess the technical capability and local capacity to consistently improve quality and safety standards across all surface treatment disciplines. The new contract will feature a performance management framework that incentivises and rewards a one-team approach and excellent highway service delivery by linking potential contract extensions. Via East Midlands aims to collaborate with Surface Treatments Partnership Partners willing to invest in our area to foster regional economic growth. The contractor we select will utilise innovative materials, products, processes, and technologies to help Via East Midlands achieve regional economic development, social value, and environmental objectives.
