Summary of the contracting process

The Driver and Vehicle Standards Agency (DVSA) invites suppliers to tender for delivering a Level 3 Diploma in Vehicle Maintenance and Repair. This procurement will involve training approximately 48 delegates in both light and heavy vehicle maintenance over a defined two-year period. The process is at the tender stage, with an enquiry period ending on 29th July 2026 and the tender period closing on 18th August 2026. The contract is estimated at £448,000 (gross value of £537,600) and is to be carried out across multiple UK locations, aligning with DVSA's staff training and probation timelines. This procurement falls within the "Education and training services" category, employing an open procedure method. Training will incorporate both traditional and e-learning modules, with face-to-face sessions being held at supplier premises as necessary.

This tender presents a significant opportunity for providers in the education and training services sector, particularly those accredited by the IMI or City & Guilds. With the open procedure, businesses of varying sizes, including SMEs, can compete to demonstrate their capacity to provide high-quality, flexible training solutions across the UK. The focus on blended learning approaches means companies with robust digital training platforms and geographical reach will be particularly well-suited to this opportunity. Securing this contract could enhance a supplier’s portfolio while establishing or strengthening ties with a central government agency.

Notice Title

Level 3 Diploma in Vehicle Maintenance and Repair

Notice Description

DVSA is looking to procure the services of a supplier to deliver Level 3 Diploma/Qualification in Light and Heavy Vehicle Maintenance and Repair for approximately 48 delegates in total over the initial contract period. DVSA Vehicle Examiners need to possess advanced technical knowledge gained through extensive hands-on experience and formal qualifications, typically at Level 3 in Vehicle Maintenance and Repair. This includes expertise in diagnosing and repairing complex systems such as engines, transmissions, electrical components, and emissions controls. They are trained to apply structured fault-finding methods, use diagnostic equipment, and interpret regulatory standards to assess vehicle compliance. Their understanding of legal and safety requirements enables them to produce accurate technical reports and confidently present evidence in court, supporting enforcement actions with professional, evidence-based assessments. All complete courses must be delivered within a defined two-year period to align with DVSA's overall training process and staff probation timelines. Course modules will be delivered on a block-release basis. The supplier must provide multiple UK training locations, preferably in the north and south, that are conveniently located near transport links to minimise delegate travel. Sessions shall be delivered through a blended learning model that utilises virtual training and/or e-learning where physical attendance is not essential. Where face-to-face training is required, it will take place at the supplier's premises.
