These risks are not within the Authority's direct control and cannot be fully quantified at the time of procurement. By articulating these risks, it reduces the risk that future adaptations are seen as outside the original scope. Demand Volatility & Case Mix Uncertainty - The Authority anticipates fluctuations in demand, visit duration, complexity of care needs, and geographic distribution during the Contract term. Historic data is indicative only and does not represent a guaranteed baseline. Workforce Availability & Market Stability - The Authority recognises ongoing uncertainty within the domiciliary care labour market, including workforce availability, retention levels, and provider sustainability. These factors may affect delivery models over time. Pay, Employment & Employment Law Change - Changes to real living wage rates, employment law, or sector-specific workforce requirements may occur during the Contract term. The Authority cannot confirm the nature, timing, or financial impact of any such changes at this stage. Regulatory & Inspection Regime Change (CQC) - Regulatory and inspection requirements for care at home services may evolve, including changes to inspection frequency, assessment frameworks, or reporting expectations. Health & Social Care System Integration - The Authority anticipates increased integration with health partners over the Contract term; however, the scope, pace, and technical requirements of such integration cannot currently be fully defined. Technology, Digital Care & Data Sharing - The Authority cannot confirm future digital, data-sharing, or assistive technology requirements at this time but anticipates that these may develop during the Contract term. Service Model & Policy Reform - National or local policy reform may alter eligibility criteria, charging arrangements, or service delivery models during the Contract term. Service User Needs & Expectations - Service user and carer expectations may change over time, including expectations relating to personalisation, continuity, and cultural appropriateness of care"
