Provision of Hypertension and Lipids Management Services
Notice Description
NHS Norfolk and Waveney Integrated Care Board (now NHS Norfolk and Suffolk ICB) sought to procure a Hypertension and Lipids Optimisation service. This is a 1 year contract with the option to extend for up to an additional 1 years. The 1 year contract value is a a maximum of PS600,000. Any additional extensions are estimated to be PS600,000 per annum a maximum contract value of PS1,200,000 over the full 2 year contract period.

For the avoidance of doubt, the provisions of the Procurement Act 2023 Regulations do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 4th June 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.
The award decision has been made by the NHS Norfolk and Suffolk Executive team on the 27th April 2026.
There was one perceived Conflicts of interest identified which related to their role as an evaluator and their position as head of place development partnerships and planning. The Commissioner agreed this related to their professional role only and their participation in the process was as one of a number of evaluators, subject to a formal moderation process.

The relative importance of the Key Criteria was deemed appropriate based on the requirements of the service.
The rationale for awarding to the preferred provider was that they met all requirements associated with the Basic Selection Criteria and Key Criteria, clearly demonstrating their ability to deliver the requirements of the service within their submission, and they ranked as the highest scoring provider, based on their overall Key Criteria score, within this Provider Selection Process.
Options: This is a 1 year contract with the option to extend for up to an additional 2 years. The 1 year contract value is a a maximum of PS600,000. Any additional extensions are estimated to be PS600,000 per annum a maximum contract value of PS1,800,000 over the full 3 year contract period.
